Research On Revitalizing The Financial Surplus Funds Of W City In Jiangsu Province

In recent years,there have been some crises in the public property of our country,while the income has been reduced,but it has been increased.At present,China's financial stock funds in large scale,a regional distribution structure is irrational,some areas lack of funds,but there are a large number of idle funds in some areas;on the other hand,the uneven distribution of expenditure between projects,some projects of surplus funds,some expenditure project budget shortage,this imbalance caused the waste of financial resources.Faced with this situation,the State Council put forward an innovative initiative to revitalize the stock of funds,the financial stock funds management is to ease the financial difficulties,improve the efficiency of the use of funds.This paper focuses on the research on the local financial stock funds management,using the principal-agent theory,expenditure growth theory,using the literature research method,empirical research method,in the W city of Jiangsu Province financial stock funds management as an example,through the survey of the city of W,subordinate budget units,the management of financial funds in the district.Collect relevant data on the status quo and shortage of local financial stock funds management to analyze and learn the advanced experience at home and abroad,and puts forward some countermeasures and suggestions of management of financial stock funds.This paper is divided into five chapters,the first chapter defines the concept of fiscal funds and financial stock funds,the classification,description of the theoretical basis for the management of financial stock funds;the second chapter mainly studies the overall situation of China's financial stock funds management,by starting from the background and necessity of the stock of capital management,the first scale and the status quo of China's financial stock funds to sort out,and then describe the main measures of China's financial stock funds management;the third chapter in the W city of Jiangsu Province as an example,introduces the present situation of local financial stock funds and the scale of the financial stock funds management,analysis of the causes of the formation of financial stock funds,the efficiency,the financial management of the stock the funds and legal problems;the fourth chapter mainly elaborates the domestic and foreign advanced experience of the management of financial stock funds from the fifth chapter to the local finance;The existing problems in the management of stock funds,and puts forward some suggestions on how to improve the management of local financial stock funds.In a word,I think the research of financial stock funds management provides an opportunity for the public budget reform,the current steady growth,promoting reform,is of great practical significance to realize the structure and improve people policy objectives,the local government should be combined with local conditions,to solve when there before local stock funds management,improve efficiency the use of fiscal funds,to optimize the management model of financial funds.
