Study Of The Efficiency Of Local Government Social Expenditure In China

In the "Twelfth five-year" period,the world economy is in depth adjustment after the financial crisis,our country economic development is transiting to a "new normal",the overall macro indicators performance is good,but the deep structural contradictions are still outstanding.The next "Thirteenth five-year" period the overall China's economic development will enter the "new normal",the reform is entering a crucial stage,is a critical period in our country to build the well-off society in an all-round way.The service of the people's livelihood construction of our country has a key role in our country to build the well-off society in an all-round way.The propulsion of the career of our country reform needs to rely on social policy and people's livelihood security,ensuring and improving people's livelihood is related to the overall situation of the reform,is an important proposition of the reform.Social expenditure is an important part of fiscal expenditure,which plays an important role in improving the level of social welfare and improving people's living standards.When stabilizing and adjusting the economy,our government at the same time pays more attention to people's livelihood service,constantly optimizing the structure of fiscal expenditure,increase expenditure in education,health care and social security and other fields.At present,our country people's living standard has improved substantially,but there are still many problems,such as the gap between rich and poor,the level of people's livelihood in the regions is not balanced,people's living standard and the developed countries still have a large gap.Therefore,it is of great significance to ensure the efficiency of social expenditure of the government under the new normal economy of our country.Currently our country's social expenditure responsibility is mainly in local government,the research of local government social expenditure efficiency level,factors that influence efficiency of local government social expenditure and so on help to improve the local government fiscal expenditure and fiscal expenditure efficiency,and also help to improve residents' living standard in our country,thus promotes our country to build a well-off society in an all-round way.In order to evaluate the efficiency of local government social expenditure,based on the related input and output data of local government social expenditure in 2011-2015,the research build a three-stage DEA model,from the static point of view empirical analysis on the efficiency of local government social expenditure and its influencing factors in the "twelfth five-year" period.The empirical results show that the efficiency of local government social expenditure in China generally has room for improvement,mainly affected by the scale efficiency.Our country's local government social expenditure efficiency is greatly influenced by environmental factors,and the management inefficiency has important influence on efficiency of local government social expenditure.Subsequently,the research use the DEA-Malmquist:index method to calculate the total factor productivity of our country's local government social expenditure,from the dynamic point of view empirical analysis the change trend of our country's local government social expenditure efficiency.The empirical results show that social expenditure TFP of local governments in our country generally in a state of negative growth,have considerable space to improve,technology level and scale efficiency of local government social expenditure had important effect on the TFP.Finally,according to the empirical results,the research puts forward some policy recommendations to improve the efficiency of local government social expenditure in our country,and the further work is pointed out as well.Through the research on the efficiency of local government social expenditure in our country,this paper provides a method of using DEA method to measure the efficiency of local government social expenditure,and obtained the factors of China's local government social expenditure efficiency and effect,which provides a reference for our local government to deepen reform,improve social expenditure efficiency and the living standards of the people.
