Food safety is not only concerned with peoples 's health and safety,but also social development and stability.With the economic development and social progress,people are paying more attention to food safety.However,food safety problems are frequently occurred and the defects of food safety regulatory system have also exposed gradualy in recent years.These shows food safety has gotton into both a period of high-incidence and a period of conflicts in China.The 19th National Congress proposed to implement national food safety strategy,incorporate food safety into the promotion of healthy China construction and root in the shared development and improving people's well-being.A sound food safety regulatory system is an effective guarantee for food safety.Our government valued the reform of the food safety regulatory system a lot.Since 1998,four adjustments or reforms of food safety regulatory agencies have been conducted.In 2013,a new round county level reform of the food safety regulatory system was launched.This exploratory grass-roots reform mainly fouced on the institutional integration,functional integration,team reorganization of the old supervisory departments that were originally responsible for food production,distribution,catering and consumption.It promotes food safety supervision moving through a progression from "sub-regulatory" to "unified supervision".This article mainly fouced on the study of Haining food safety regulatory system reform from the individual cases to the general.It put forward some suggestions on how to perfect the food safety regulatory system at county level.This paper consists of six parts:The first part is introduction,which put forward the background and significance of the research,summarized the research trends in China and abroad and described the research methods and thesis framework.The second part is the concept and theory,which summarized the related concepts of food safety regulation and related theories that can be used to solve food safety regulatory problems.The third part is a case study of Haining City,which introduces the basic situation of food safety regulatory reform in Haining City,summarizes the experience of the food safety regulatory reform and analyzes the existing problems and reasons of the current food safety regulatory system.The fourth part is thinking and suggestion,which drawes on the advanced experience of foreign food safety regulatory system and put forward some policy recommendations to improve the county government food safety regulatory system.The fifth part is the conclusion,which gives a brief summary of the full text.The study found that:through the reform of the food safety regulatory system,Haining City has partly improved the shortcomings of the long existing food safety regulatory system and formed a set of promotable,replicable reforms that can be used for reference in institutional mergers,functional integration and personnel management.However,the new food safety regulatory system still has some problems such as,the reform is not complete and focus of the reform is not clears.Based on the theoretical research and case studies,this paper puts forward the top-level design of the food safety supervision system from aspects of system construction,team building,technical support,social governance,evaluation and accountability.The supervision mechanism runs independently and the investigation police are deployed to build a social Governance and other food safety regulatory system to improve the policy recommendations.It explore the formation of a unified,authoritative and efficient food safety regulatory situation.
