Analysis Of The Innovation Capability And Innovation Efficiency Of Chinese Cities

Cities are growing in importance both nationally and globally,becoming the key connecting node.City innovation is a complex,large,involving many elements of systems engineering,and covers the technology innovation,culture innovation,system innovation,and many other aspects,the synergy between the elements and the influence on urban innovation path exploration,has an important influence on the development of the city.After combing the theory of urban innovation and the existing urban evaluation index system,this paper further delves into the main influencing factors of urban innovation development.This article will influence the innovation index support for innovation investment ability,innovation ability and innovation ability of management and foreign exchange,four aspects innovation ability index for the application for a patent for acceptance number,the output value of high-tech industry and the new three board companies,through a structural equation model to determine the influence factors of innovation and development relationship between input and output.The structural equation model verifies the hypothesis that the influence factors interact with each other,namely,the innovation input ability and the external communication ability have a positive effect on the innovation ability.The innovation support ability indirectly influences the innovation ability through the role of innovation input ability,and it also has a positive effect on the innovation ability.Innovation management ability indirectly affects innovation ability through the role of innovation support ability and external communication ability.The innovation input ability of the four sub-items contributed the most to the innovation capacity of the sample cities,reaching 33.65%,and the contribution of each index to the innovation ability was relatively balanced.According to the weight of the structural equation model,this paper calculated each sample city innovation ability index,and according to the K means clustering method sample cities can be divided into three echelons,first echelon including Beijing,Tianjin,Shanghai,Suzhou,Shenzhen and Dongguan.In terms of sub-items,the score of the first echelon was significantly higher than that of other echelons,among which the difference of the external communication ability was the greatest.At the same time,four secondary indexes are input under the capacity of innovation input,and the three secondary indexes of innovation ability are output,and the urban innovation efficiency of the sample city is calculated according to the data envelopment analysis.The empirical results show that of the 94 sample cities,18 are effective in DEA and 76 cities are invalid for DEA.Part of the innovation ability for city did not achieve the DEA effective,efficiency is inequitable,innovation ability and the innovation research innovation efficiency of analysis city innovation ability is a good supplement.According to the analysis of scale efficiency,76 DEA invalid cities are increasing the scale revenue,indicating that the output ratio can be increased by increasing innovation input.According to the projection analysis,the effective city to achieve effective frontier innovation input-output,should be an average 0.32%reduction in R&D spending relative to GDP ratio,accounts for 0.67%of the enterprises with R&D activities than,0.63%of the ten thousand people of research and development personnel number and the number of 2.41%of the population of millions of higher education students.The typical cities in each sub-item are Jinhua,Shaoyang,Zhongshan and Changsha.To achieve the efficiency of DEA,it is necessary to greatly reduce the number of corresponding sub-items.Through the above research,this paper proves the influence factors of innovation ability and urban innovation efficiency.Want to improve the innovation ability of the city,not only need to strengthen the investment on all the factors,also need to pay attention to the city to promote the efficiency of innovation,to improve innovation input-output conversion ability,otherwise it will lead to great waste of resources.
