In order to make China prosperous and powerful, the country must achievemarketization and urbanization in economic development. Metropolitan economiccircles take shape naturally in powerful developed economies such as United State,Japan and EU. China is building herself metropolitan economic circles as well, suchas the Yangtze River Delta Area, the Pearl River Delta Area and the Bohai Sea RimArea. Have these three metropolitan economic circles taken shape naturally? At themoment of human beings' fundamentally heightened awareness of ecologicalsignificance and shift to sustainable development, how and why have the Chinesemetropolitan economic circles taken shape and developed? This has become aremarkable issue of great significance in theory and practice. In view of itsimportance to practice and scarce research in theory, "ecology & technologyinnovation-oriented study on city energy level comprehensive evaluation" is chosenas my dissertation subject.Historical investigation shows the past process in urbanization is non-ecological.However, with the awakening of human beings' awareness of ecological importance,urban development trend is characterized by sound ecological orientation. The realcore factor which promotes social development and leads to deviation from eachother is "technology innovation → profit". It results from living-product model of"high material consumption--high product consumption--high waste accumulation".So the core concept of this paper is that awakened awareness of ecologicalsignificance leads to change of development model of human society;and thattechnology innovation must be re-engineered and re-modeled from profit seeking tosustainable development of human society, i.e. the way of "ecology-technologyinnovation"For this reason, after analysis of traditional definition and process of technologyinnovation(TI) and national innovation system(NIS), we bring out a new definition ofTI and try to build a national ecology-technology innovation system, includingecology-technology innovation (ETI), national-city innovation system (N&CIS) oncore of human innovation and environmentally friendly enterprise stable operationmechanism(ECIS), which are all integrated into technology innovation evaluationindex system for sustainable development. Thereafter, with the focus on qualitativetheoretical innovation and construction and calculation of quantitative model, weevaluate cities in the there Chinese metropolitan economic circles in the aspects,namely, ecology technology innovation, economic performance, ecology and suitabledeveloping energy level and comprehensive order. Based on analysis of duties of citycircle, we evaluate the distribution structure of energy level development and providevaluable research results for the future development of the three metropolitaneconomic circles.The dissertation is composed of eight chapters. Chapter 1 is an introduction,defining issues, contents and research direction and summarizing main originalresearch findings. Chapter 2 studies city development before the period of ecologicalawareness awakening. These two chapters arrive at the conclusion that the pastdevelopment is ecological whereas the sudden status is non ecological. The reason ofdeviation is based on market oriented technology innovation. Chapter 4 studies thetraditional TI. It reviews and criticizes national innovation by way of its definitionand mechanism and brings out a new definition. Chapter 5 builds city ETIS,N&CIS,ECIS and new evaluation index system. Chapter 6 evaluates the fractal and entiredevelopment energy level of three zones and ordering. Chapter 7 focuses on clusteranalysis. Chapter 8 covers conclusion and prospect for future study.
