| In the context of global development and innovation,innovation has become one of the key factors that affect the national comprehensive strength.With the gradual disappearance of China's demographic dividend,replacing the total output of innovation led by labor,the efficiency of innovation is becoming the indicator of innovation capability which is more targeted.Therefore,the regional innovation efficiency is crucial in the whole country.At the same time,according to the government work report in 2015,“The Belt and Road”,the Yangtze River economic belt and the coordinated development of Beijing-Tianjin-Hebei Region has been defined as the “three support” by Premier Li Keqiang.There are some similarities in the field of economic structure,openness between Beijing-Tianjin-Hebei region and the Yangtze River economic belt,two of the strategic districts planned in China's regional development in recent years.Based on the regional innovation efficiency of the provinces and cities in China,the similarities and differences of the innovation efficiency and its influencing factors between Beijing-Tianjin-Hebei region and the Yangtze River Economic belt have been studied in the paper.With the data from 2009 to 2015,the regional innovation efficiencies of Beijing-Tianjin-Hebei region and the Yangtze River economic belt have been comparatively studied in this paper.In order to accurately measure the efficiency of regional innovation in China,indexes from three aspects----industry,university,and research----have been evenly selected,except for ones affected by the policy by a big margin.Make full use of the generalized(non)oriented super efficiency DEA model,the similarities and differences of the regional innovation efficiency between Beijing-Tianjin-Hebei and the Yangtze River economic belt have been analyzed further and the advice to improving the efficiency has been put forward.With structural equation model,based on innovation theory and economic growth theory,combined with the exact condition of the development status of Beijing-Tianjin-Hebei region and the Yangtze River economic belt and the development planning made by the CPC Central Committee,the hypotheses have been put forward,the causal networks of construction of regional innovation efficiency have been structured,and the impacts of factors on regional innovation efficiency have been evaluated.With the above research,the suggestions have been concluded that: 1)A clear positioning of the provinces should be made clear,and proper scale should be found to enhance regional innovation efficiency;2)The own characteristics,weaknesses of these provinces should be recognized to take advantages of their ability in innovation activities and make a full use of resources;3)Regional coordination level should be improved,industrial structure should be reasonably adjusted,and the allocation of resources should be optimized in the global perspective to enhance regional innovation efficiency;4)The innovation of infrastructure construction should be strengthened,and regional collaborative innovation should be promoted through the integration of transportation,communication and integration Internet plus;5)A platform for innovation should be built,and resources should be rational integrated to make the capital and technology more effective for regional innovation service;6)The open innovation should be expanded. |
