The Yangtze River Economic Zone,which covers 11 provinces and crosses three major economic zones,is an important development axis in China.There are obvious gradient differences between the upper and the lower reaches.In recent years,policies have been introduced to guide the industries in the lower reaches to orderly shift to the middle and upper reaches,to promote the Yangtze River economic zone to be China's regional demonstration zone.Until now,six national industrial transfer demonstration areas have been established in the region.However,in the process of industrial transfer,the problem of pollution occurs.At present,ecological and environmental protection is highly concerned in China.Policies have been issued to highlight the strategy of ecological priority and green development.Technological innovation and policy support have been stressed,to speed up the upgrading of traditional industries.The efficiency of resource and energy use should be continuously improved,to lead the green development of the Zone.Therefore,it is particularly necessary to introduce the concept of 'green' into the study of industrial transfer and undertaking.On the basis of the relevant literatures,firstly,the industrial gradient coefficient and regional input-output model are used to measure the industrial transfer in Yangtze River Economic Zone,through which,the main industrial exporters and importers are found.The direction of industrial transfer and gradient theory is basically the same.Based on the gray relation projection model weighted by the combination of FAHP and CRITIC methods,GIS analysis is used to evaluate the green industrial absorption capacity of cities in the Zone.The results show that the green industrial absorption capacity varies significantly from city to city,and the capital cities,the cities along the river as well as in the down reaches perform more outstandingly.From 2005 to 2015,the capacity was not overall enhanced and balanced.Finally,the panel fixed effect model is used to analyze factors affecting industrial transfer.In terms of the cities in Yangtze River economic zone,market capacity and investment scale have a role in promoting industry undertaking,while the role of labor cost and traffic is not significant.The formal and informal environmental regulations have significant negative effects on industry undertaking,which is consistent with the hypothesis of 'pollution shelter'.Policy implications are put forward as follows.First,develop industrial transfer plan based on local conditions.Second,highlight the focus and the sequence of industrial transfer.Additionally,promote the sharing of infrastructure construction and cultivate industrial clusters to accelerate the construction of transfer platform.Finally,explore new modes of industrial transfer to the form the driving force of the innovative development of the Zone.
