In recent years,with the development of cities accelerating increasingly,the operation,construction and maintenance of the traditional directly buried pipelines put the rapid urban development to great inconvenience.In order to arrange underground pipelines reasonably,the urban underground utility tunnel construction is urgent.The state and local governments have made a series of policies to support the PPP of urban utility tunnels and provide new opportunities for urban underground utility tunnels.However,under the mode of PPP,the SPV,as the main financing,construction,and operation entity of the city's integrated pipeline project,faced with long construction and operation cycles,large investment scale,and many risks involved.Therefore,it is necessary to research on the risk of PPP model,in order to improve the probability of success of the project.Firstly,the paper elaborates fully the concept of the PPP model at home and abroad and based on the perspective of risk,"relationship",studying the risks of PPP project from SPV in utility tunnel.And then carries out deep analysis on risk management and the SNA(social network analysis).By comparing the commonly used risk identification methods advantages and disadvantages of empirical data method,interview method and Delphi method to identify the final risk list,which included 38 primary risks.Secondly,the paper through the social network to quantitative analysis of the relationship between risk measure index,according to some degree of centricity,using SNA commonly used software Netminer4.0,from three aspects of whole networks,Ego-networks,Partial networks,by the indicators of the whole network density,K-plex and betweenness,build a comprehensive network model of pipeline PPP project risk network and deep discuss each index's location and the mechanism of their relationship and interaction in the network were taken.Finally,taking Shiyan City's urban cutility tunnels project as an example,the experts are invited to evaluate the relationship between the risk factors collected,and build a comprehensive network model of urban pipeline PPP project risk network based on the obtained data to conduct risk assessment and draw important Risk factors,and accordingly proposed management strategies and recommendations.This thesis try to build a performance index system based on risk factors network relationship by resorting to social network analysis.It does not only provide the basis and guidance for risk management to SPV with PPP background,but also inspire new thinking and methods,expand the research application field of SNA,and further enrich and improve the theory of risk management.
