The Current Situation,problems And Countermeasures Of Farmers' Cooperative Organization In Rural Community Governance

In contemporary China,the problem of "agriculture,countryside and farmers" is a difficult problem in the process of modernization,and it is the most important of all the work.2006 Ministry of Civil Affairs issued on the construction of the pilot work of rural communities,to promote the construction of a new socialist countryside notice,as of 2014,about 70% of the country's rural areas to carry out the work.The State Council promulgated the community service system construction plan(2011-2015)"requirements,continue to carry out a pilot community service",the Third Plenary Session of the party's eighth report put forward "to promote national governance systems and governance capacity modernization" and the spirit for the farmers together for organizations to participate in community governance provides a strong theoretical basis for policy.In fact,in recent years,the rapid development of rural cooperative organizations has become the main body of community governance.Farmer cooperative organizations to participate in community governance,to safeguard the fundamental interests of the overwhelming majority of the people,the maximum increase harmonious factors,enhance the vitality of social development,and comprehensively promote the construction of peace in China,has a positive significance to realize the great rejuvenation of the Chinese nation,"China dream".At present,the blind spot of the research on the farmer cooperative organization and the community governance needs to expand the new research space.Based on the research of community governance,most scholars still focus on the analysis of the structure of "community governance" from the perspective of political science,administrative science and sociology.Similarly,the status of the peasants cooperative organization,characteristic,organization structure,function,system mechanism economics analysis in full swing,but the in the development of social economic,political,social function and effect probe enough.And the research about the farmer cooperative organization to participate in the community governance is almost a blank.Therefore,in order to meet the current farmer cooperatives and community governance theory research and practice development needs,quasi from farmer cooperatives in the presence of the facts and the community governance function of objective existence,to analyze the farmer cooperative organization in the status and effect of community governance,the main problems and reasons of the existing problems,exploration,reference and construction of farmer cooperative organizations to participate in community governance model of benign.Through the historical evolution of the rural community governance in our country,this paper hopes to find out the suitable method of rural community governance in Xiangtan county.This paper selects Xiangtan county the research object,through of Xiangtan County rural governance status of research,found the main problems existing in rural community governance in the process of Xiangtan County,combining with specific problem analysis the reasons of existence,and try to find out the corresponding countermeasures.
