The Research On Construction And Operation Mechanism Of Agricultural Service Center For Land Trusteeship Of The Shandong Province Supply And Marketing Cooperative System

In recent years,the rise of land trusteeship has increased the demand for agricultural socialization services.However,with the expansion of trusteeship scale,there has been a limited capacity for single trusteeship entities,unable to meet the needs of farmers for production services,and the lack of supervision over trusteeship behavior has caused some farmers to have disputes with trustees.These phenomena have a negative impact on land trusteeship.In view of the above situation,Shandong Province Supply and Marketing Cooperative put forward the concept of “Agricultural Service Center” linking farmers and various agricultural service providers,which can not only solve the situation that the demand for agricultural services can not be met,but also promote the sustainable development of land trusteeship.At present,the cities in Shandong Province are actively preparing for construction as agricultural service centers.However,due to the lack of guidance on relevant theoretical foundations and practical experience,some problems are encountered in the construction and operation process.Based on this,this paper is for the construction of agricultural service centers and the operating mechanism conducts research.This article combines the research on land custodian and field research results,first of all from the concept and related theories for the basic theoretical analysis of agricultural service center;secondly,to elaborate the status quo of agricultural service center and analyze their existing problems;next,from the aspects of service demand analysis,other factors considered in function design,and service function definition,the functions of the agricultural service center were studied and a radius estimation model for the land hosting service was constructed.;then,it addresses the issue of land use and fund raising for the construction of the agricultural service center.Analyzed and listed six kinds of construction land use methods and four kinds of fundraising schemes;Finally,from four aspects of operation main body,organization management,cooperation model,and profit model,we discussed the operation mechanism of the agricultural service center.The empirical part selected Gaomi City as an agricultural service center as a typical case.In terms of function design,Gaomi City provides six basic services and financialwindow services for the agricultural service center;and three service radiuses for agricultural service centers are measured,and the results are: 4.29 km,5.24 km,and 3.72km;Construction land in the capital,the small service center needs the funds to invest in 5million,and the large-scaled agricultural service center needs 10-20 million.The specific financing method depends on financial appropriation and self-raising;A brief analysis of the income of the three farm service centers: The benefits of custody services were 130yuan/mu,and the net profits were 119,000,145,000 and 680,000 yuan respectively.Through the above analysis,it is found that there are problems such as high investment costs,unreasonable service radius setting,and low operating efficiency for agricultural service centers in Gaomi City.Finally,according to the empirical research results,relevant policy recommendations are proposed from four aspects: construction land use,fund raising,operation mechanism,and overall guidance.
