The Research On Agricultural Social Service Of The Farmers’ Professional Cooperatives From The Perspective Of Farmers

At present, it is the fist task to establish and improve the agricultural soci alized service system of China due to its positive role in increasing rural inco me, improving rural economy, and promoting agricultural modernization. Peasan try special cooperative, whose ability to provide certain services deeply influen ces the rural production and living of modern farmers. With the continuous de velopment of market economy, stimulating the institutional innovation with focu s on expanding the agricultural socialized service range, enhancing the capacity of services provision, effectively satisfying farmers’ increasing needs of diversifie d agriculture, and providing agricultural socialized service accompany with high efficiency, excellent quality and low cost.From the perspective of farmers, the article embarks from the immediate data derived from 358 effective questionnaire in rural area on the subject of agricultural socialization service from farmer households of Yingshan, a typical county in Hubei province, combines the the method of deep interview and questionnaire investigation,applies the theory of Third Sector and Supply-demand, analyses the status quo of supply and demand between farmers and peasantry special cooperative of Yingshan,and finally reveals the reason of the imbalance between supply and demand.Furthermore, in reference to the successful experiences of developed countries, the author puts forward a implement with certain suggestions for improving the agricultural socialized service in detail.The study found several important results. Firstly, imbalance between supply and demand of agricultural socialized service in yingshan county, such as lack for service innovation and efficiency. Although farmers’ sense of agricultural socialized service is poor, their needs is diverse indeed. In addition, the limited coverage and contents of service division has led to lag between demand and supply of agricultural socialized service. Therefore, the development of agricultural socialized service system is urgent and cannot be ignored.Secondly, the fundamental cause of the imbalance between the supply and demand is the deficiency of efficient supply and demand, which can be found in environmental restrictions of demands, such as restriction of rural product and sense of cooperation among farmers, and that in supply, such as weakness of government support and supervision, de-normalization of internal management and operation, and lack for capital and talent.Thirdly, in reference to the successful agricultural cooperative experiences of developed countries, such as the United States, Germany and Japan, it is concluded that the industrialization of organization management, solid legal guarantee, and government’s non-interventionism support policy are effective means to guarantee sustainable management and operation of agricultural socialized service system.Lastly, in view of the status quo of supply and demand between farmers and peasantry special cooperative of Yingshan, the article emphases both capacity of service division and construction of environment and system, and advocates to clear the role of market and government accurately, to strengthen the construction of leading enterprises cooperation, to promote innovation of agricultural cooperative organizations, to optimize rural industrial services for the continued perfection of agricultural socialized service in yingshan.
