| Innovation is the primary request of new development philosophy,is also the first motive force led to the development of socialism with Chinese characteristics in new era.Chinese GDP growth rate is 6.9%in 2017,growth rate become slowly normally.Economic transformation brings structural adjustment,which requires to high-grade development of manufacturing and service industry.Demographic dividend in is disappearing gradually,the structure of factor endowments are changing.It requires re-examine comparative advantages in our country;find out the new driver of economic development.Otherwise,China may fall in the middle-income trap.The 18th National Congress of CPC proposed the innovation-driven strategy.The 19th National Congress of CPC stressed that deepen the supply side structural reform,carry out new development concept,and put forward the regional coordinated development strategy.A new era of global competition will be the competition of reform and innovation.Only encouraging scientific and technological innovation,exploring the system innovation can we catch up with the trend in the new round of technological and industrial revolution.What is the innovation-driven strategy?Whether can it promote industrial structure upgrade effectively?The purpose of this paper is to solve these questions.The characteristics of China's innovation-driven theory and mechanism can find by summarizing literature and theory.This paper used panel data of China' s 31 provinces in 2002-2016 to set model and conduct the static and dynamic analysis.Results included three points.Firstly,the technical innovation and institutional innovation both had significant positive effect on industrial structure upgrade process,but the former was stronger.Secondly,the previous of upgrading of industrial structure had strongly positive effect on current at the significant of 1%level.Suggesting that China's industrial structure upgrade process had the characteristics of dynamic positive in two perspective.Thirdly,innovation efficiency had relatively significant differences among regions;different measures of industrial structure upgrade also had obvious regional differences.Each region can use their own comparative advantages for different industrial upgrading paths.Finally,by summarizing this paper,respectively from the aspects of government,market and enterprises,put forward policy advice of how to promote innovation and development,drive the upgrading of industrial structure,and put forward prospects. |
