Research On Quality Control Of Customs Statistical Data

China Customs is a border agency supervising inbound and outbound activities.It is an important provider of government public services and public goods.Foreign trade statistics is one of its four key functions of China Customs.As an indispensable part of the national economic statistics,customs statistical data is China's official external merchandise trade statistical data compiled by customs in accordance with law.Customs statistics is an important basis for the country to formulate foreign economic and trade policies,while carrying out macroeconomic regulation and control.In recent years,the demand for customs statistical data has been increasing in all the parts of society,and the concern for the quality of customs statistical data has continued to rise.At the same time,the new development of China's foreign trade as well as the rapid reform of China Customs,have triggered people's thinking on quality of customs statistical data.Customs statistical data as the wind vane of foreign trade development is also the foundation of customs statistics work.Research relating to its quality becomes a new topic.The Paper studies the quality control of customs statistical data.The main purpose is to tease out the current status on quality control system of customs statistical data,to assess the main risks faced by the current quality control of customs statistical data,and to find the effective management measures adopted.Then provide some advices to renew a better quality control system of customs statistical data.The goal is to improve the effectiveness of customs management,promote the construction of service-based customs,accelerate the transformation of government functions,and build a service-oriented government to do its utmost.The Paper studies from the following aspects:firstly,reviews and evaluates related literature about statistical data quality,the quality control of statistical data,the quality control of customs statistical data.These parts draw the basic situation of current academic research.Secondly,list the concepts of customs statistics,customs statistical data quality and the quality control of customs statistical data,and analyze the combination of international data quality standards.In China's national condition,it could be comprehensively believe that the quality of China Customs statistical data should include comprehensiveness,accuracy,timeliness,integrity,reliability and international comparability,etc.Accuracy is the most important feature of data quality.Thirdly,by sorting out the basic working flow of China Customs statistical data,such as its development and transformation,institutional guarantee,organizational means,and technological measures,this article summarizes the framework of the China Customs statistical data quality control system.The current risks faced with customs statistical data quality control have also been analyzed,such as a serious loss of talented teams,a large number of informative systems,decentralized auditing forces,the current lag in customs statistics system,weakened customs reforms,auditing results,and false trade impact real data.Combining with some examples of FZ Customs,we summarized the measures currently applied in the risk management of the customs statistical data quality control system.The article ends up with reasonable and feasible advices on building a better customs statistical data quality control system.
