Research On Improving The Quality Of Basic Level Statistical Data In China

Statistical information,statistical consultation,and statistical supervision are the three basic functions of government statistics.They provide important data support and theoretical basis for the government's scientific management and effective decision-making,as well as for the whole society,the duty of the public to provide statistical services.The deepening process of global economic integration,the era of big data and complex survey objects have brought new opportunities and challenges to statistics.Xi Jinping made a deep analysis of the common problems facing the world economic development,and clearly put forward three proposals: "building an open and cooperative world economy","building an open and innovative world economy" and "building an open and shared world economy".In order to promote the active cooperation and common development of all countries,we have gathered consensus,defined the direction for further promoting the construction of an open world economy,and defined the road for the innovation and development of statistical work.China's county-level statistical institutions are composed of local statistical bureau and some county-level investigation teams.The X investigation team is the grass-roots team dispatched by the National Bureau of statistics to X County.Together with the local statistical bureau,it forms the county's statistical system.The coexistence of these two types of management system makes the research of X county's grass-roots investigation team more representative and valuable.In the first part of the introduction,the author expounds the background and significance of the research on the quality of statistical data,and summarizes the research status,ideas,methods and innovation of this paper about the quality management of statistical data at home and abroad.In the second part of the related concepts and theories,the concepts of government statistics,statistical data quality and statistical management system are clarified.From the perspective of public organization management,the collaborative thinking method and statistical error theory are used to provide a theoretical basis for the subsequent chapters.The third part introduces the current situation of the statistical data management of the grass-roots investigation team of the National Bureau of statistics,deeply analyzes the setting of the statistical data quality in the statistical management system of the grass-roots investigation team,collects the first-hand data in order to find out the problems and reasons of the statistical data management and control of the X grass-roots investigation team,compares the existing problems of the X investigation team and the local bureau of statistics,and puts forward some suggestions on the authenticity and accuracy of the statistical data Through comprehensive analysis of the problems,the paper points out the reasons of human intervention,insufficient support and weak statistical power.The fourth part studies the advanced practices of statistical data management at home and abroad,and makes an enlightening research on the Countermeasures for the existing problems of the grassroots investigation team.The fifth part,based on the advanced practices and management modes already carried out at home and abroad,and according to the characteristics of the X investigation team,puts forward several improvements,such as strengthening the building of the team of institutions,constantly optimizing the statistical system,carrying out the coordinated cooperation among departments,increasing manpower and material resources,ensuring financial resources,and strengthening the propaganda and statistics.This paper puts forward specific countermeasures to improve the quality of statistical data of the grass-roots investigation team.
