In 2004,the government of Cambodia proposed a "Rectangular Strategy" that focuses on optimizing administrative management with the aim of accelerating agricultural development,strengthening infrastructure construction and attracting more investment and human resources.In the past decade,Cambodia's "Rectangular Strategy" has been a strategic plan that guides the national economic and social development and has achieved remarkable results.In 2016,Cambodia developed itself from a low-income country to a middle-income country,the last one among the ASEAN countries.Based on the theories of development economics,this article elaborates the course of economic development of Cambodia,analyzes the background of"Rectangular Strategy",introduces the objectives and main tasks of the strategy,demonstrates the economic effects of the implementation of the strategy,probes the connection between the "Rectangular Strategy" and the "Belt and Road" initiative,and puts forward corresponding countermeasures and suggestions.The full text is divided into six chapters:The first chapter is introduction.This chapter summarizes the background and significance of the research,summarizes the domestic and foreign related literature,and introduces the research methods and main contents of this article.The second chapter describes the background of Cambodia's "Rectangular Strategy." The "Rectangular Strategy" is based on the implementation of the"Triangular Strategy".The Government of Cambodia has issued a plan with strategic significance for medium and long-term development in light of the historical experiences and lessons of its own economic development and against the international and domestic political and economic situations at that time.The third chapter introduces the goals and tasks of the "Rectangular Strategy".The goals and main tasks of Cambodia's "Rectangular Strategy" are optimizing administrative management as the core,accelerating agricultural development,strengthening infrastructure construction,attracting more investment,and developing human resources.The strategy is designed to promote economic growth through effective management and in-depth reforms,promote economic growth,improve employment,and ensure social equality and fairness.The forth chapter discusses the effectiveness of the implementation of the"Rectangular Strategy".Since the implementation of the "Rectangular Strategy" in 2004,Cambodia's economy has maintained a momentum of sustained and rapid growth.The basic position of agriculture has been increasingly strengthened,industrial structure gradually optimized,infrastructure improved,poverty problems alleviated.Cambodia has rapidly integrated into the international economic system.The fifth chapter discusses the connection between Cambodia's "Rectangular Strategy" and the "Belt and Road" initiative.Judging from the "Rectangular Strategy"implemented by Cambodia,it has many points of convergence with China's "Belt and Road" initiative.China and Cambodia can achieve efficient connection in areas such as agricultural development,economic and trade investment,energy resources,communication and interconnection.This article argues that Cambodia is an important participating country which located in the core area of the "Belt and Road".Under the framework of the "Belt and Road",it is of great strategic importance to further promote the integration of Cambodia's "Rectangular Strategy" with the "Belt and Road" initiative and deepen all-round and multi-areas cooperation between the two countries.
