"Let go of both ends,control the middle" is the key of the New Electric Power System Reform(Document 9[2015]proclaimed by Chinese Development and Reform Commission).The most attacking is the change of profit model to Power Grid Industry.Now the profit model of the power supply enterprise is transmission-distribution price,and after changing,it will be "Reasonable cost plus reasonable income",than the power supply enterprise will change to Public Institution instead of profit-oriented.It will have a far-reaching by the New Electric Power System Reform to the power supply enterprise future operations.If the power supply enterprise continues the old management model,maybe it will lost the leading position in the future when the scramble for the customer market turning white-hot.In recent years,the investment of distribution network is very huge,and the government had paid important attention to the upgrade of the rural distribution network.And it tested the management of the engineering construction,which impact the powerful using feeling for thousands of households,during the two rounds of the rural distribution network investment.The construction of low-voltage network,connect with thousands of households,each project is unique and highly accords with the LP's key,which is multi-specification and small batch.The power supply enterprise still had problems in the power construction,especially in the low-voltage network,thought after accumulated experience of power construction many years.For example,because of the design does not reach the designated position,it effected the supplying of materials and the changing of the construction scheme;because of the materials supplying in short,increasing the non value-added services;engineering process control relaxation,the project manager system practicable weak;the project manager department paid attention to construction and ignored final accounts;in performance appraisal,the different departments cross control,repeated examination,effected the cooperation with departments and so on.Lean production is helpful to reduce waste,cut the cost,improve the benefit,enhance the competitiveness of the market,and improving the LP' development in the area of the project cost management in the theoretical.This article expounds the background and the status of the research first,and then introduces the Lean thinking management and common tools of the LP,aiming at the problems of the project cost management in low-voltage network,analysis the necessity and feasibility of the combination of the both in the application of power supply enterprise.The third the article expounds the expected results of implementing lean management of project cost in distribution network,and then put forward the framework of project cost management system of distribution network based on lean thought,attempting to design of the City Z power supply enterprise distribution network project implementation cost lean management path design.The main contribution of this paper reflected in:the research focus of lean thinking is deepened to the daily control and application of power supply enterprise's distribution network construction project management,expounded the feasible lean cost management method under the combination of both,direct stroking all the bottlenecks in the distribution network management of power supply enterprises feasible and effective,improving the lean management level of enterprises.
