Under the new normal of economic development,China has entered the stage of rapid development of service industry.At present,the service industry has become the largest industry in the national economy,but the service industry is not efficient.In the context of economic globalization,FDI in producer services has an important influence on the efficiency of the service industry in the host country.According to the ministry of commerce of foreign direct investment(FDI),the data of services industry in China in 2011 became the first big business to absorb foreign capital.In2016 China's service industry the actual utilization of foreign capital of $83.891 billion.The producer services FDI is $62.343 billion,accounting for services for74.31% of the total use of foreign capital.Effective use of producer services FDI spillover effect can promote the service efficiency,and promote our country's economy to develop high quality.Based on combing the producer services on FDI impact on the efficiency of services at home and abroad.This paper expounds the current situation of the development of producer services FDI in our country and the efficiency of the service industry.And by using data envelopment analysis(dea)method to measure efficiency of service industry in our country,finding the service efficiency is still low in our country.In this paper,the methods are The panel model and The mediation effect model.Firstly,the study found that the institutional environment and technology level have a positive impact,services infrastructure influence was not significant,human capital has a negative impact for producer services as a whole.Further,the institutional environment,service infrastructure,human capital,science and technology level as intermediary variable in The mediation effect model.The selection of producer services FDI respectively with the mediation variables do regression and efficiency of service industry.Study the intervening variable between producer services FDI and service efficiency of the role.The study found that the mediation variables playintermediary effect is different in view of the specific productive service industry.In this case,in order to promoting the efficiency of service industry development,it should combine different intervening variable between producer services FDI and service efficiency of difference to take corresponding measures.So,on the basis of empirical analysis,proposes to increase the productive service industry FDI impact on the efficiency of China's service industry is the advice.Promoting the construction of technical support system of producer services and industry carrier development.Reducing the use of foreign capital of producer services of crowding out.To strengthen the construction of infrastructure services.Cultivating qualified service personnel.Actively improve the services of utilization of foreign capital laws and regulations.
