After entering the 21st century,the development of economic globalization promoted the world service trade rise sharply,service trade gradually grow into a new force to promote the growth of the global economy,and service trade cooperation activities have become the main content of the regional cooperation between countries(regions).Since GATS(General Agreement on Trade in Services,GATS)was seted up,international service Trade liberalization negotiations goes slow,after the doha round,Regional Trade choose agreements(Regional Trade Agreement,RTA)as a service Trade liberalization growing path.In addition,the bilateral service trade negotiation between relevant countries/regions has become another major route to realize the liberalization of service trade.Among them,how to promote the Chinese mainland and Taiwan of their respective service trade competitive power,optimization of cross-strait economic and trade cooperation about mode issues,in recent years economic and trade across the Taiwan straits is common hot academic,business and politics.After China Mainland and Taiwan has joined the World Trade Organization(the World Trade Organization,the WTO),Scale expansion in Services trade,the two sides collaboration in the field of Trade in services is increasingly active.In June 2013,Mainland and Taiwan signed the cross-strait service trade agreement(abbreviate as the"trade agreement").In the background,the cross-straits area will open the exciting new situation,but due to Taiwan's internal factions,"service trade agreement" failed and suspended in legal procedures.So what is two sides service trade competitiveness and the possibility of cross-strait cooperation?This paper use the comparative advantage theory?regional economic integration theory and national competitive advantage theory as the basis of theory.Use the trade competition advantage index(TC index),market share index(MS index)and revealed comparative advantage index(RCA index)to analyze the service trade competitiveness of cross-strait area,and use the GVC index to measure their respective export status in the international services trade value chain.At the same time,by comparing with the GVC index of developed economy countries,to evaluated Mainland and Taiwan export competition service trade level.On this basis,discussing the advantages and problems of cross-strait service trade cooperation.The follows are conclusions:(1)Now Taiwan has turned service trade deficit to surplus,and China mainland service trade remains deficit and the amount still increasing.The main reason is China mainland service trade export relies on dense population advantage,export labor intensive service product and import knowledge intensive service product.At the aspect of service trade structure,the development level of service industry on both sides of the straits is low,and the traditional service industry is the main export item,but the sector of both sides is complementary.Mainland China have strong comparative advantage Producer services and weak in living service industry.In Taiwan,the opposite is true.(2)From the aspect of export technical level,Taiwan's position in value chain is relatively high but develop slowly,the high and low technology intensity industry has comparative advantage.China mainland on the downstream of global service division value chain,but the status promotion is more obvious,especially in the service trade of technology middle intensity.In the future,China mainland will be transformed from a major importer of services to an export,and will face the challenge of transforming labor and capital-intensive services into knowledge-intensive services.In Taiwan,the high proportion of the service industry in the whole economy is translated into the high market share of service trade,and the problem of low productivity and low labor productivity needs to be solved.(3)the actual openness of the ECFA and the trade agreement is relatively conservative,and the Taiwan is far less open to the mainland than the other foreign investment in Taiwan.The whole commitment lacks the complete legal and institutional foundation of the EU.There are also quite a few barriers to access and person visit:this puts forward higher requirements for information technology media and system construction for cross-strait service trade cooperation in the future.To this end,the development of China's service industry of high intensity,improve the service trade import and export structure is the top priority,and promote to build the future of the Taiwan straits a substantial part of our service trade cooperation mechanism.
