In recent years,the quantity of alien workers assumes a trend of direct escalation following a rapid growth of town economy.While the housing price continuously rises,a new inhabitation form--“accommodation”--has been forced.It brings a high frequency of delinquency emergency,a severe fire hazard,a lax property management,a mess surroundings,and,in addition,highly stresses the social management.As a result,the research on the comprehensive governance of “accommodation” in the urban community indispensably guarantees the promotion of Suzhou as a pioneer and vanguard of a new Jiangsu.Primarily,the paper reveals the background and causes of “accommodation”through the theory of demand and supply in real estate economics.And the paper continues elaboration of “group-oriented leasing” on the theoretical side,including the meaning,characteristics,criteria and legal basis of governance of “group-oriented leasing”.Subsequently,taking Hejingfenghui Community as an example,the paper discusses the issues caused by “accommodation” with the interviews of the residents and the tenant groups through questionnaire survey and the understanding of the real feelings about “accommodation” governance of both sides and discussion on various issues on account of “accommodation” as well as the steps taken by the government in“accommodation” governance and issues and difficulties therein.It follows that the government,at present,conducts serious campaigns of centralized renovation for governance confronting “accommodation”.However,that only works temporarily on local “accommodation” instead of settling the “accommodation” issue in the fundamental system,the understanding and satisfaction of the living demand of low-income groups and a comprehensive cognition of the government responsibility of housing guarantee included.Finally,based on cause,building on the theoreticalfoundation of polycentric governance theory and referring to the practice and success in the “accommodation” governance by relevant cities home and abroad under the combination with the governance theory,the paper suggests a governance strategy of collaboration among the government,the market and the society.On the basis of empirical study,it is the value of the paper of organic combination with relevant theories,current policies and practical issues,exploring the feasible path of policy perfection specifically.The paper aims at the exploration of a more perfect governance mechanism for the“accommodation” governance by Suzhou municipal government from the fact of“accommodation” governance of Hejingfenghui in Xiangcheng district,Suzhou and meanwhile,a further promotion of more attention to and study of the existing issues in governance in a deeper level and generate solutions by the government.
