Research On Citizen Participation In The Implementation Of The Policy Implementation Of The Basic Poverty Alleviation Policy At The Grass-roots Level

With our country gradually entering a well-off society and the gradual awakening of citizen consciousness,citizen participation has gradually developed into the management of the state and society.Based on their own interests,citizens will take more attention in every aspect of public policy,such as policy formulation,implementation,supervision and evaluation.Compared with the past,with higher participation in public policy making process of citizens,the government is willing to pay close attention to public opinion in the formulation of link collection,now with the citizens of democratic consciousness,establish the management of citizens of the country is not limited to policy,began to focus their gaze to the implementation of public policy.At the same time,our country has always put the problem of anti-poverty in the primary aspect of rural governance.We must eradicate the absolute poverty as the primary task,deepen the rural reform,and constantly increase the strength of poverty alleviation and development.At present,the policy of precision poverty alleviation is one of the most important public policies for the 40 million poor people in China.Under this background,this paper takes the implementation of precision poverty alleviation policy as the basis and takes citizen participation as the breakthrough point to grasp the development of citizen participation in the implementation of precise poverty alleviation policy in Yunnan T.This paper summarizes the participation status,and analyzes how to form and impact on the precision poverty alleviation policy.Based on this analysis,we can find out how citizens should participate in the implementation of the precise poverty alleviation policy and improve the effect of citizen participation in the implementation of the precise poverty alleviation policy.This study selected the author's home town of T such a precise poverty alleviation policy is a typical poor town as the research object,research on the town of T from poverty object,measures to the household,the arrangement of the project,the use of funds,because the village sent several of the project conducted a comprehensive analysis based on the basis of the analysis of citizens in the current situation.Through field research,questionnaire interviews and other methods to collect data,combined with literature analysis and other specific research methods,systematically analyze the overall situation of citizen participation in the implementation of the precise poverty alleviation policy at the grassroots level.The research shows that in the implementation of the precise poverty alleviation policy at the grassroots level,there are problems in the implementation of citizen's participation in the implementation of the poverty alleviation policy.The main reasons for the analysis are political,managerial,economic,legal and psychological reasons.The implementation of precision poverty alleviation policy should focus on the democratization of the political system,the application of management skills,the continuous improvement of relevant laws and the creation of participatory political culture...
