Research On The Aim Mechanism Of Precision Poverty Alleviation For Grass-roots Government

There are many blind spots in the work of helping poor farmers in China's previous poverty alleviation work,and the poverty alleviation costs are high,inefficient,and the effect is not optimistic.The precise poverty alleviation policy draws lessons from the pro-poor work in the early stage,and requires that the poverty alleviation work at the grassroots level should focus on optimizing and integrating the resources to help the poor,and ensuring poverty alleviation to the villages and households.Compared with the previous way of poverty alleviation,precise poverty based on "precision" two words,emphasize the accuracy of the poverty alleviation work in each stage,including not only the poverty reduction target is used to determine the application of measures,accurate,accurate management services,also includes the accurate assessment and acceptance,thus forming a precise poverty targeting mechanism.The grass-roots government,as the main force in implementing the targeted poverty alleviation and targeting mechanism,should not only face the masses' propaganda and implementation of policies,but also accept the acceptance of superiors' effectiveness in poverty alleviation,which is very stressful for poverty alleviation.Due to the influence of some objective and subjective factors,the accuracy of the aim of poverty alleviation is difficult to be guaranteed and the effect of poverty alleviation is not good.This article from the precise poverty targeting mechanism in four aspects of X County in Sichuan Province as the research object,through field visits,feedback to all staff and existing problems of poverty alleviation,aimed at collecting,using the empirical analysis method and case analysis method to analyze the problems found,found that people understand the degree of poverty alleviation policy and will ultimately get poor households quota the exceptionally close relation;and poverty alleviation participants thought and behavior is to aim at the result plays a very important role;the objective aspect,identification index system itself has set the scientific and regulatory mechanism is not perfect,the examination system is imperfect.But also a serious impact on the various stages of the targeting effect.According to the conclusion of the analysis,we finally propose that we should enhance the implementation of targeting mechanism and target objects,standardize behavior and perfect the system.In the precise stage of recognition,we should pay more attention to the promotion of the policy of poverty alleviation and let the masses understand the situation clearly.It is very important to fully stimulate the enthusiasm of poor people to participate in poverty alleviation and strengthen the allocation and management of poverty alleviation resources,aiming at improving accuracy in precise and accurate management.In the stage of precise examination and acceptance,the superior government should strengthen the connection with the local government,formulate the feasible and effective acceptance strategy,and prevent the poverty alleviation from becoming a form.
