| Turning county into district is a kind of administration division adjustment policy.From the perspective of economic development in former urban district,which was the urban district before the adjustment happens,the policy can promote regional integration between former urban district and new district,thus facilitating movement of factors such as capital and labor,expanding market scale,and providing opportunities for urban renewal and adjustment of industrial structure.So,turning county into district may affect consumption,investment,population and industries in former urban district,therefore affect economic growth.To understand the policy effect clearly,we use data between 2005 and 2015 to evaluate the impact of turning county into district on the economic performance in former urban district.Empirical results show that turning county into district improved per capita GDP and its growth rate,as the policy's positive impact on GDP is larger than its positive impact on residential population.Further analysis shows that the it may increase investment significantly and decrease consumption insignificantly,meanwhile it has insignificantly effect on secondary industry and significant positive effect on tertiary industry.We infer that,on one hand turning county into district may move facilities to new district,such as administration,factories,schools,hospitals and so on.On the other hand,it provides urban renewal and industrial upgrading of former urban district and thus promote the development of tertiary industry.The implication of the study is that government should play a role in optimizing resources allocation in the city to promote economic development.On one hand,government should disperse resources and population aggregated in former urban district,use urban renewal to promote industrial upgrading and enhance amenity.On the other hand,government must try to make new district attract more population and industries,therefore achieve long-term development of cities' economy. |
