Research On The Mechanism Of Cooperation Among PPP Project Stakeholders

Because of the large investment,long cycle,and high risk of infrastructure construction,and its own characteristics of public welfare,sustainability,and long-term nature,the lack of funds has become an important issue in infrastructure construction.Under this situation,the PPP model that is public-private partnership has gradually received extensive attention.Cooperation between the public sector and the private sector has not only reduced the pressure on the government's funds,increased the efficiency of resource utilization efficiency,but also reduced the risks of the private sector and increased the benefits.Therefore,how to construct the cooperation mechanism among stakeholders in PPP project has become an urgent need for research.At present,domestic and foreign scholars have explored the PPP model mainly in risk management and benefit distribution.However,the understanding of the mechanism of cooperation is not clear and there have been no in-depth studies on issues such as the cooperation dynamic mechanism,cooperative decision-making mechanism,cooperation process and cooperative interest distribution mechanism among PPP project stakeholders.Based on this,this paper mainly studied from the following aspects:(1)We analyzed the multi-agents in the PPP project cooperation network from the perspective of complex social networks and discussed the motive factors of multi-agent cooperation among PPP projects from three aspects.At the same time,we analyzed the influence function of the decision-making behavior pattern,Group(or community structure)on each behavior subject in the PPP project cooperation network.On this basis,the PPP project stakeholders' cooperation decision-making mechanism was analyzed.(2)A cooperative game model for stakeholders of PPP projects was constructed and analyzed.Finally,taking the S1 line of a city as an example to analyze the process of cooperation between multiple entities under the premise of two assumptions.(3)From the four perspectives of input proportion,risk sharing,contribution degree,and contract execution degree,we analyzed the distribution of benefits and established distribution model based on modified Shapley values in the PPP project.Finally,the actual case was analyzed.(4)Based on the previous research foundation,the cooperation promotion measures were proposed among stakeholders of PPP projects from four aspects to provide reference and guidance for decision-making of related departments.
