Research On Lean Safety Management Of A Petrochemical Company

With the development of petrochemical and people's safety,environment protection awareness,the state requirements on safety and environment is getting more and more strictly.Large size petrochemical company further expanding capacity and improving safety and environment standard step by step is becoming the necessary trend.But in recent years,big accidents happened frequently on petrochemicals and related industries like logistics,especially after the extremely big accident in Tianjin Ruigang in Y2015,more and more people realizes the importance of safe production and works to national security,environment protection and people's lives and properties.Therefore,basing on the special characters of petrochemicals,following and analyzing the safety management law,drawing on safety management method,concept and model of the successful enterprise have a significant meaning for improving safety management and setting up essential safety petrochemicals industry.Lean safety management concept being used as an effective method to improve the company management has been introduced to car manufactory,iron,and tobacco industry etc.,but less study on closely combined with petrochemicals.This article describes the lean safety management concept study and using status via the views of basic concept and method,and compares the lean safety management and traditional safety management concept,to search the feasibilities and advantages of the lean safety management deeplyBased on the general concepts,referring to responsible care audit,standardization,potential hazard and risk evaluation,safety culture and etc.,considering the special situations of the petrochemical industry,further focusing on the A company safety situation and analysis of typical accidents in recent years,we find this company is lacking of effective methods to implement the procedures,for example,training classification is not detailing enough;executive abilities is desired to implement standard procedures;there are so many high risk works on site,especially hot work and confined space works;what's more,contractors are necessary part of this company with many accidents.So we try to make countermeasures by the following ways,such as safety management responsibilities and trainings,operation procedures standardization,incident management and control system procedures,contractor safety management and performance appraisal,safety culture construction suggestions and responsible care system application etc.to ensure work permits management is under control in detail;introduce 5S and visualization management;strengthen site work management of contractors,improve the performance appraisal method,optimize the lean safety management and provide the feasible and practicable suggestions,improve the A company lean management mode,and provide references to enhance the A company safety management.
