In the construction of material civilization and the important role of the rural collective economy.The development and expansion of rural collective economy is the key and difficult point in the construction of rural grassroots organizations.It is also an important guarantee for speeding up the building of a new socialist countryside,and a fundamental way to achieve "collective money" in rural communities.It can effectively increase the income of farmers,reduce the economic burden of farmers,and promote the sustainable development of various undertakings in rural areas.General secretary Xi Jinping pointed out clearly that the development of collective economy is an important guarantee for realizing common prosperity.Under the new situation,the advanced regions have issued policies to develop the rural collective economy in accordance with their own advantages.In geography,Pingyin county is " sixty percent of the mountain,thirty percent of the beach,ten percent of the plain",rural land is less and scattered level,natural geographical conditions of reserved the space is lesser.And in the thought of the cadres and the masses,there is the idea of the rural collective economy is not important.The lack of the rural collective economy "leader",a series of problems such as imperfect system guarantee.In general,the rural collective economy is weak.The implementation of the household contract responsibility system,the allocation of collective assets to households,the village collective lost the resources to develop the collective economy,resulting in the emergence of a large number of rural collective economy "empty shell villages".Under the new situation,Pingyin county worked hard to overcome these disadvantages and actively developed the rural collective economy.A series of attempts by Pingyin County,such as the 2013 proposed 10 ways to promote the development of rural collective economy,put forward the development of corner economic ideas to solve the rural collective economy "hollow village",in 2017 3 villages were selected as the pilot of rural collective economy,a series of measures and achieved certain results.But at the same time,there are still some problems.We need to further optimize the development ideas and promote the development,raise rural village collective economy income level,solve the development problem of “empty shell village ”and expansion of the rural collective economy.In this paper,combined with the actual situation of Pingyin county rural collective economic development,combined with the county’s rural collective economic income,expenditure,distribution,differences and towns of rural collective economic income,to conduct a comprehensive study on the development status of rural collective economy.Rural collective economic income quarterly time series data collected by the Pingyin County JS street in 2013 ~2017 years,the linear trend and nonlinear trend assumption combined with time series seasonal adjustment factor decomposition model and seasonal factor modified gray system S-GM(1,1)model of combination forecasting,prediction of Pingyin County Rural Street JS collective economic income trends.On this basis,analysis the development of Pingyin county rural collective economic problems,analyze the factors that restrict the development of rural collective economy and its causes,and focus on the further development of Pingyin county rural collective economic growth in ideological education,leader of team building,overall planning,and put forward specific opinions and suggestions on policy development mode,new support and long-term mechanism the establishment,it will contribute to the development of rural collective economy in Pingyin county.
