The village collective economic organizations as the inner strength, is an importantmaterial foundation. Having not yet completely broken the urban and rural"twoyuan" system reform, how to develop the collective economy, and establish long-termmechanism to increase farmers’ income, has become the focus and difficulty for many"three rural issues" experts and practitioners. Based on this background, this paper takes thevillage collective economic organization as the research object, compares the practice ofinnovating and developing suburb village collective economic, expecting to find relativecountermeasures and suggestions which can benifit the big city under similar condition todevelop village collective economic.This paper is on basis of analyzing relevant function of the village collective economy,understanding the history of the development process, which helps to enhance the practicalanalysis of village collective economy developmentmode in Shanghai. After deepening therural reform, it comes to the concolusion that diversified development organization modeand diversification management form have become the main trend in innovating villagecollective economy development. The lack of government social outside force and theweakness of village "inner force" are the factor to limit village collective economy to adaptto rural reform and development under the new situation. On basis of research on the waysin development of village collective economy in Shanghai and some other provinces andcities, it raises the corresponding countermeasures and suggestions: reinvigorating landresource, taking advantage of resource, increasing investment, improving outside policy,strengthening supervision and management, meanwhile, proposed organization assurance toinnovate and develop village collective economy organization.
