Research On The Present Situation And Countermeasures Of Agricultural Science And Technology Promotion Service Of Guangdong East Science And Technology Commissioner

Modern agricultural development is increasingly underpinned by technology.The enabling effects of advanced and innovative technology in agriculture and rural areas need to be supported by certain promotional models.In this context,various agricultural technology promotional models arise,and along came the science and technology commissioner mechanism.Being an agricultural promotional service model unique to China,the science and technology commissioner mechanism,through innovation in mechanisms and systems,anchors modern production elements deep in rural areas,such as technology,talents,capital and management.It is an emerging mechanism in the agricultural technology promotional system.The essence of the science and technology commissioner system is scientific and technological assistance.The goal of the work is the transformation of scientific and technological achievements.The work process is the diffusion process of agricultural innovation.Improving the supporting policies and institutional mechanisms of its system implementation and ensuring its sound development can be used as an important way to solve the problems of regional "agriculture,rural areas and rural areas" and to fight poverty alleviation.By analyzing and summarizing the features of agricultural technology promotional service systems home and abroad as well as the current research status of the science and technology commissioner promotional service system,with a research rationale encompassing the theories of poverty alleviation through science and technology,diffusion of agricultural innovation,and application of agricultural science and technology,this paper,through comparative analysis,focuses on the practical value of the science and technology commissioner system,and develops a research framework for the current status of the commissioner system in eastern Guangdong Province.With questionaires and field studies,the author delineates the realities of science and technology promotional service provided by the commissioners,and identifies the following gaps: similar backgrounds of commissioners,low percentage of commissioners with high-level education and rich experience,service delivery limited to certain areas,room for improvement in terms of service benefits,financial and human resources,management and performance evaluation,as well as reform in the promotion of agricultural technology.The author attempts to provide explanations regarding these gaps by data analysis.In this connection and based on the above-mentioned theories,the author ventures solutions towards these gaps,including increasing matched policy support,improving the assessment and motivation system of the science and technology commissioner,optimizing the service condition,etc.The present paper is an empirical study of the science and technology commissioner service promotional models through questionaires and field studies.It attempts to provide more research methods and evidence to research in this field.
