Grass-roots Government Research On Accurate Poverty Alleviation

On November 3,2013,when General Secretary Xi Jinping investigated poverty alleviation work in Xiangxi,he clearly stated that poverty alleviation work shall be scientifically planned,adapted to local conditions,grasped key points,and continuously improved accuracy,effectiveness,and sustainability.As a symbol of this,the central government has successively formulated a number of guidelines and policies for accurate poverty alleviation,and has issued a number of top-level design proposals.Local party committees and governments at all levels have issued a series of targeted measures to implement accurate poverty alleviation policies.As a result,accurate poverty alleviation work was vigorously launched in the vast rural areas throughout the country.The author works at the grass-roots government,has been striving for the first line of accurate poverty alleviation work,and has made accurate poverty alleviation the subject of my master's thesis research.I have mainly explored this subject from four aspects.The first chapter is an overview of grass-roots government's accurate poverty alleviation.The relevant meanings of "poverty","helping the poor",and "precise poverty alleviation" are elaborated.The relevant theories are cited as the theoretical basis of the thesis,and the relevant policy basis for accurate poverty alleviation is explained.The second chapter is an explanation of the current situation of accurate poverty alleviation in L Township,Liulin County.This paper discusses in detail the achievements and experience gained by L-township in Liulin County after more than two years of poverty alleviation work.The third chapter is to enumerate and analyze the problems in the process of accurate poverty alleviation in L Township of Liulin County.This paper elaborates and analyzes in detail the problems in the process of accurate poverty alleviation in L Township,such as biased identification objects,misplaced supportive roles,unscientific use of poverty-reducing funds,inadequate assessment management,and risk reduction for poverty-stricken families.The fourth chapter is the countermeasures to improve the efficiency of accurate poverty alleviation.According to the series of questions derived from L Township in the process of accurate poverty alleviation,the author combines the causes of the problems and comprehensive investigations to provide corresponding countermeasures.I believe that the first is to improve the accuracy of accurate identification;the second is to scientifically determine the accuracy of helping stakeholders.The third is to improve the efficiency of the use of various types of funds;the fourth is to strengthen the performance appraisal of poverty alleviation cadres;the fifth is to take multiple measures to prevent poverty-stricken families from returning to poverty.The full text has objectively and concretely analyzed and judged accurate poverty alleviation work in L Township of Liulin County.It addresses specific problems in the grass-roots poverty alleviation process,and provides specific operational suggestions to provide a solid theoretical foundation and Reference value of practice for grass-root poverty alleviation in the future.
