Study On International Capacity Cooperation Mode And Risk Prevention In China And Kazakhstan

Currently,the global economic development has been in the slow trend,and almost all of the countries are facing the dilemma of economic downturn.Under such situation,China's economic and social development has entered a new era,with varying degrees of overcapacity.The Chinese government put forward the "One Belt and One Road" strategy,trying to promote the cooperation between Central Asian countries and China among economic and cultural aspects.In the Central Asian countries,Kazakhstan and our country have long-term exchanges and cooperation,and the economic and trade relations between the two sides are also frequent.President Xi Jinping received a positive response from Kazakhstan after he proposed in Kazakhstan in September 2013 an initiative to jointly build the “Silk Road Economic Belt”.In the past years,Kazakhstan has promulgated the economic development plan such as " Bright Road" policy,the 2050 strategy,and the national "100-step plan," hoping to promote the development of many areas such as society,energy,engineering and transportation on the basis of further strengthening its infrastructure construction.In December 2014,when Premier Li Keqiang visited Kazakhstan,he officially proposed the concept of “international capacity cooperation”.In March 2015,Premier Li Keqiang proposed to meet with Kazakhstani Prime Minister Masimov that China has surplus and cost-effective capacity.Promoting the capacity cooperation and mutual assistance between Kazakhstan and China,will help to upgrade and optimize the current industrial structure of the two countries,and can realize the effective docking of Kazakhstan's “Bright Road” program and China's “One Belt and One Road” strategy,and help each other develop their economies.It can also provide demonstrations for related countries to develop industrial capacity cooperation.On January28,2016,the China-Kazakhstan representative decided at the eighth meeting on capacity and investment cooperation to carry out all-round cooperation in the fields of industry and informatization,and on this basis,carry out joint work on both projects,such as the industrialization of Kazakhstan.And the information-based development plan will be fully compatible with China's "Made in China 2025" and "Internet+" plans for mutually beneficial and win-win cooperation.As a result of mutual benefit and win-win progress,the early harvest is promising and the cooperation has broad prospects.The new concept and new form of Sino-Kazakhstan capacity cooperation provide new ideas and new models for capacity cooperation in countries and regions along the “One Belt and One Road”initiative,which has triggered the spillover effect of multinational international capacity cooperation along the “One Belt and One Road” initiative and is promoting international capacity cooperation.From "bilateral cooperation" to "bilateral cooperation" and "multilateral cooperation" a combination of higher levels and wider areas.Studying the Sino-Kazakhstan capacity cooperation model and its risk prevention,has so many advantages: we will explore reasonable strategies to promote bilateral industrial upgrading,promote bilateral friendly relations and provide references for similar cooperation in other countries and regions.Based on the related theories and literature of international industry transfer,this paper draws on the international capacity cooperation model between China and other countries along the “One Belt and One Road” and research results on international capacity cooperation literature both at home and abroad,and builds a mutually beneficial win-win situation and collaborative upgrade between China and Kazakhstan.Business,industry and national three-tier international capacity cooperation model.First,the background and theoretical basis of the international capacity cooperation are sorted out,and the model of international capacity cooperation between China and other countries along the “One Belt and One Road” line.Furthermore,by analyzing the basis of cooperation between China and Kazakhstan,cooperation conditions,industrial complementarity,and economic coordination,three levels of capacity cooperation models for enterprises,industries,and countries have been constructed,respectively listing China Nonferrous Metals Co.,Ltd.and China.Kazakhstan explained the case of infrastructure industry.On this basis,specific risk analysis was conducted on the three levels of the international capacity cooperation model.Finally,from the three perspectives of companies,industries,and governments,they propose policy proposals that circumvent the risk of Sino-Kazakhstan capacity cooperation.
