In fact,to promote the construction of the "Belt and Road" and continuously strengthen strategic docking with countries along the route,capacity cooperation is an important form of realization.In recent years,as China's agricultural development resources are tightly constrained,the output efficiency of unit agricultural products has declined.Relying on international and domestic "two markets and two resources",strengthening agricultural capacity cooperation with countries along the route has become an important factor in meeting China's agricultural demand.As an important country along the "Belt and Road",Russia is highly complementary to China's agricultural resources.Bilateral political and diplomatic relations are in the best period in history.Sino-Russian agricultural cooperation has developed early and has a good mass foundation.The agricultural capacity cooperation between China and Russia has a good political mutual trust foundation and complementary economic factors.According to the previous description,this article is under the "Belt and Road" vision.The research paradigm is based on the "cost-benefit' effect of international market economic activities as driving interest".Collect data and documents on agricultural cooperation between China and Russia and countries along the "Belt and Road".The empirical and normative analysis methods were used to study Sino-Russian agricultural capacity cooperation.Among them,based on the interaction of comparative advantage and competitive advantage,it has provided impetus for the trade and industrial transfer of Sino-Russian agricultural capacity cooperation.Based on the adjustment costs brought about by the untimely flow of production factors and the trade costs caused by the objective trade environment,they form a cost constraint on Sino-Russian agricultural capacity cooperation.The study found that China-Russia agricultural trade and industrial transfer have huge potential,but are hindered by adjustment costs and trade costs,and there are significant agricultural product transfer effects.But on the whole,through the analysis of power and cost,combined with the objective needs of Sino-Russian bilateral agricultural cooperation,from the perspective of the "Belt and Road",the cost of bilateral agricultural cooperation should be minimized and the potential of bilateral agricultural cooperation fully released.Reach a win-win situation for bilateral agricultural cooperation.Finally,the following suggestions are put forward,to introduce planning and positioning of agricultural cooperation with Russia,promote the upgrading of agricultural cooperation services with Russia,and improve the level of integration on the basis of creating a "Sino-Russian agricultural cross-border industrial chain" to achieve cost savings and synergy.China-Russia agricultural production capacity cooperation value chain upgrade and efficiency improvement have been reached.
