"The Belt and Road" has risen to national strategy,the new type of think tank with Chinese characteristics has become a hot research field,with the advent of the era of big data,putting forward new challenges to the development of intelligence.The construction of a new type of think tank under "The Belt and Road" Initiative is under development,in the background of "The Belt and Road" Initiative,this paper views"The Belt and Road" new think tank platform as the basis,organically combined the fact and data,expert wisdom methods and tools,focusing on the construction of the system.19th CPC National Congress report point out that we should "strengthen the building of new think-tank with Chinese characteristics","accelerate the construction of manufacturing power,accelerate the development of advanced manufacturing industry,and promote the deep integration of Internet,big data,AI and real economy."Using big data technology to help build and develop a new type of think tank with Chinese characteristics,making the construction of a new type of think tank with Chinese characteristics deeply integrated with "The Belt and Road" Initiative.Since this initiative was put forward,think tanks in other countries along the route have launched various forms of cooperation,such as joint forums and academic discussions.This article combines the literature research method and experience summary,based on the existing research results and practical experiences,attempts to make some innovations in the research perspectives and research contents,we will combine big data with the building of a new think-tank and "The Belt and Road" Initiative,taking into consideration the three aspects of information resources construction,expert management and technical support of the think tank platform.The article is divided into six parts,the specific arrangements are as follows.The first chapter is the introduction,which mainly introduces the background and significance of the selected topics,the domestic and international research reviews,research ideas and methods,and innovation.The second chapter defines the related concepts.The third chapter draws on the practical experience of domestic and international famous think tank platform big data management service system construction.The fourth chapter details the composition and key elements of the system.The fifth chapter relies on the "Belt and Road" Big data management service system,put forward specific construction initiatives,the last one to draw the main conclusions and research prospects.In terms of experience,the world-renowned think tank Rand Corporation and the Brookings Institution have achieved some advanced experience which is worth learning from the applications of big data information resources management,expert management and big data of think tanks.At the same time,the "Belt and Road" big data center and the Chongyang Institute of Finance in Renmin University of China are all representative representatives of the rapidly developing big data think tanks in the "Belt and Road" in our country.Through analysis and comparison,and then explore suitable for our national conditions think tank platform big data management service system.This service system mainly integrated three affiliated systems includes information resources management,expert management and technological management,in order to provide predictive data and consulting services for government and companies.In this way,the think-tank will play the role of providing suggestions,to promote relevant supporting cooperation behavior become more targeted and scientific.In the specific construction process,we should start from the following aspects.First of all,to carry out the top-level design,system construction needs to establish big data thinking,seize the current policy support,a clear path to construction.Data has become an important resource and the thinking of whether or not to have big data is a key element in the construction and transformation of a new type of think tank in today's world.The construction of information resource management service system needs to establish a variety of thematic databases,improve the development and cooperation of information resources of think tank platform and enhance its international influence through publicity and promotion;The construction of expert management service system should give full play to "expert wisdom" to ensure that think-tank researchers have multiple fields and levels of composition,and establish a flexible talent management mechanism to smooth the flow of talent,and also need a clear assessment and incentive mechanism;Technical support management system needs to ensure the safety of big data,deepen the key technologies related to big data.
