Feasibility Research Of Ruili Building Yunnan's Policy Border Financial Center

National policy plays a key role in regional financial development.Since the adoption of financial reform policy,the border regions of Yunnan province have gained great cross-border economic development with cities and prefectures unveiling financial support policies one after another to attract financial institutions moving in and promote the agglomeration of financial resources.Under the circumstances,the game resulted from competition on financial resources among local governments will give rise to the decentralization of financial resources and inefficient configuration without the overall arrangement from the central government and provincial government.It is of great necessity to set up a policy-based economic center to efficiently allocate financial resources and avoid unordered financial competition among intergovernmental bodies,therefore contributes to the achievement of cross-border advanced financial development,promotes RMB cross-border circulation and the steady economic development of border regions.Therefore,it is necessary to study if the financial center which will cover the border regions of Yunnan province can be formed by Ruili based on the financial development of Ruli and policy preference.Thus,the article integrates relevant documents on policy-based financial center with its focus on clarifying the theoretical research of the policy-based economic center construction,conducting research on government-led financial concentration,and elaborating on the necessity of setting up the financial center through the model of incomplete information static game as well as presenting the current status of financial reform in cities and prefectures of border regions in Yunnan province.The article also studies the current status and existing problems of the outward financial development in Ruili and puts forward constructive suggestions in relevance through analyzing the feasibility of building up policy-based financial center of border regions in Ruili by combining Ruili's advantage in cross-border RMB settlement and priority policy support from the country.
