Procuratorial system since the introduction of foreign market in our country,in particular,“the regulations and rules of the People's Republic" of China on January 1,2000,and subsequent regulations and regulations of ministries and provinces laws and regulations quickly accepted by society,The bidding agency market was once booming.However,with the general rules of the state council to delegate a series of reform policy makes the bidding qualification and bidding of professional qualification gradually cancelled,bidding companies face "new normal" of“vacuum of qualifications",this gives a new task to the further development of the bidding agency industry.This paper is based on the industry leading international tendering co.,LTD.,through full analysis of the industry short board,as well as restricting the development of traditional tendering enterprises.Through SWOT&PEST model and other tool analysis,this paper analyzes the opportunities,threats,advantages and disadvantages of the company and selects the appropriate strategic model for the enterprise.Using the PPP projects and electronic tendering opportunity for national policy guidance to bring forward the enterprise strategic goals and related measures about how to deepen the bidding agencies company and make the whole process of consulting services industry bigger and stronger.In order to broaden the scope of business operation and enhance markets shares and strengthen the hematopoietic function.Then will lead the whole industry to make new leaps and make new contributions to the economic transformation of China's supply-side reform.
