The Practice And Research Of China Enterprise Annuity Tax Incentive Policy Based On EET Model

With the issuance of the State Council's Decision on the Reform on The Old-age Insurance System for Public Organs and Institutions(SC No.2[2015]),the General Office of the State Council's Circular on Delivering the PO&Is OA Measure(GOSC No.18[2015]),and the drafting of the "EA Fund Management Measure",the EA system is closer to its official operation.By then,the second pillar of Chinese old-age security system will be perfected,and enter a new stage of development.During the same period,the tax incentive policy,as an important tool for the development and improvement of the old-age security system,has also experienced a continuous evolution and improvement.On December 6,2013,the Ministry of Finance(MOF),MOHRS S and the State Administration of Taxation(SAT)jointly promulgated the Circular on Issues Concerning the Individual Income Tax of EA and OA(Tax[2013]No.103),which officially adopts EET as the model of the tax incentive policy on the second pillars in the Chinese old-age security system.In the nearly three years of practice,the EET model had promoted the development of EA to a certain extent,but there are also some problems that need to be discussed over and solved.The perfection of this policy is practically significant to the EA system and the reform and development of the whole old-age security system.This paper has five chapters.Firstly,through the analyzing of the our country enterprise annuity's concept,the enterprise annuity system's development and the EET model as well as the contrast and the reference of the enterprise annuity tax incentive policy,which lays the theoretical foundation to the further analysis of EET model.Secondly,it analyzes the problems in the EET tax incentive policy,introduces the operation process of main managers companies under the EET model.What is more,take a special customer as an example to demonstrate the EET model in details.Last but not least,this paper offers the feasible and thorough suggestion in the practical operation in EET model,which is helpful to build a better old-age security system.
