Study On China Corporate Pension System

January 2004, the ministry of human resources and social security of the people's republic of China issued the " Enterprise Annuity Trial Measures". And the China Banking Regulatory Commission, China Securities Regulatory Commission, China Insurance Regulatory Commission jointly issued the "Enterprise Annuity Funds Administration Trial Measures". Both of them indicates that China has entered a a new stage of enterprise annuity management which is established, promoted and administrated in accordance with law. As a most important part of China's multi-level pension insurance system, enterprise annuity which is supplementary pension insurance are conducive to improving the social security system. It is related to enterprise development and the benefit of workers that can be mobilized the enthusiasm. Also it benefits to balancing the pension treatment between government organizations and institutions. Finally it is propitious to helping promote businesses to pay their pension insurance on time. Comparing to the enterprise annuity of British and United States which has developed hundred years, China's enterprise annuity market and the legal system is still at the early developing stage. There are many problems in the enterprise annuity product development and operating management and risk management, also in annuity tax policy as well as other supporting laws and regulations. Our legal system is accepting a heavy burden.This article summarizes the theory of enterprise annuity and analyzed the experience that can be learned from United States and Hong Kong which is the typical country and region, and also analyzed the China's Enterprise Annuity Developmental situation and existing problems. From the enterprise-related regulations and policies of China's state pension system, enterprise annuity investment administration and its pension supervision side, it puts forward some suggestions and countermeasures for China enterprise annuity system.
