Research On The Protection Of Land-Lost Peasants' Rights And Interests In New District Of Lanzhou

With the gradually accelerating the pace of industrialization and urbanization,the rural collective land is expropriated become inevitable trend,and which emerge with a large number of landless peasants.Peasants lost their land,and lost all social security carrying on the land,and they gradually become the "marginalization" of urbanization in the special group.New district of Lanzhou as the fifth national district,it has an important strategic position in the national development planning,at the same time,Gansu as the less developed inland provinces in the northwest,their own conditions on the level of economic development,land resources endowment,peasants themselves and so on are special,no exception,it increase the risk of lack of security on rights and interests of land-lost peasants in the new urbanization process.It plays an important role in building a harmonious socialist society in China,ensuring the goal of achieving a well-off society on time,and guarantying the basic rights and interests of land-lost peasants.Therefore,based on the investigation of new district in Lanzhou,combining with the questionnaire survey and interview form,this paper analyzes and reveals the real problems,and then proposes the improvement direction.It is significant to guarantee for employment,multidimensional parallel,linked to each other,various overlay land requisition compensation and resettlement of mechanisms,implement approach and multi-level widely widen the channel of the land-lost peasants security,and establish the land-lost peasants' sustainable livelihood guarantee mechanism,and it also has important reference value to implement efficient promotion for all in the process of urbanization.According to the research objective,this article will be elaborated from the following aspects: Firstly,by summarizing and sorting out the literatures about the land-lost peasants,which lays down the theoretical foundation for the article.And summary overall research ideas of the article;And secondly,the article synoptically from land expropriation compensation,social security situation and the existing political rights in three aspects summarizes relevant land expropriation measures to safeguard the rights and interests of land-lost peasants in new district of Lanzhou;And then through to the field investigation with land-lost peasants in new district of Lanzhou,the problems with land-lost peasants' rights and interests protection are found out in new district of Lanzhou: the land-lost peasants' income levels drop,re-employment ability insufficiency,the form of resettlement compensation is single,the coverage of social security is not complete,general satisfaction is low withpeasants;Fourthly,on the basis of the security problem with the land-lost peasants rights and interests analyze the reasons,these reasons include the lack of land expropriation system in new district of Lanzhou,incomplete rural collective land property rights,peasants' own factors and methods of government work;And on the basis of summary with two successful land requisition experience on Hunan province salt lake and Shenzhen village,and combining with current economic situation in new district of Lanzhou,new improved practice experience revelation about new district of Lanzhou is put forward;The last is from two dimensions of promoting employment and social security,putting forward relevant countermeasures and Suggestions to safeguard the rights and interests of land-lost peasants,and promote degree of integration into cities with land-lost peasants,improve the provision of old-age insurance,improve the social security mechanism,promote the livelihood employment guarantee,and improve the effectiveness of peasants' supervision in government-led mode.
