| With the increasingly prominent global climate change and resource shortage problems,low-carbon technologies have been actively deployed as an effective means for alleviating environmental energy issues.The 19 th Party Congress proposed to“promote the construction of ecological civilization,accelerate the reform of the ecological civilization system,and build a beautiful China.’’ The government clearly stated in the “China’s National Climate Change Program”:“The development and promotion of advanced and applicable low-carbon technologies will be the focus of the greenhouse gas emission reduction plan”.This will help China develop a low-carbon economy and increase its international competitiveness.Taking the road of sustainable development has important practical significance.However,China’s existing low-carbon technologies and their applications are in a disjointed state,and many R&D-forming low-carbon technologies have not yet been applied industrially,resulting in a low conversion rate of low-carbon technologies in China,Therefore,it is necessary to find a model suitable for the transformation of low-carbon technology results and perfect the operating mechanism.This study starts from the research status of low-carbon technologies and scientific and technological achievements transformation at home and abroad,based on the basic concepts of low-carbon technologies and the transformation of scientific and technological achievements,supplemented by the technology life cycle theory,technology innovation diffusion theory and technology intelligence theory as guidance,comprehensive use of literature Research,patent analysis,questionnaire survey,and comparative analysis explore the modes and operating mechanisms of China’s low-carbon technology transformation.Through the analysis of patents,we can understand the current status of the development of low-carbon technology patents in China,such as quantity changes,technical field distribution,etc.,and use empirical analysis to understand the obstacles and influencing factors in the transformation of low-carbon technologies in China’s enterprises,and classify them asthe main influence factors according to the degree of impact,Secondary influencing factors,general influencing factors,and minor influencing factors are four categories,and learn from the experience of developed countries in the strategic planning,transformation model,and safeguard mechanism of low-carbon technology transformation,combined with the characteristics of low-carbon technologies and During the development stage of technological achievements,we choose the matching transformation model,improve the existing operating mechanism,and improve the efficiency of China’s low-carbon technology transformation.The research results show that in the low-carbon R&D stage,it is appropriate to adopt the government-led model and the deep integration model of industry,universities,and research institutions to promote the transformation of low-carbon technology achievements;in the demonstration and promotion stage,it is appropriate to adopt the government-market co-propulsion model,technical intermediary catalyst model,and intelligence services,The model accelerates the transformation;In the stage of industrialization,it’s appropriate to adopt the government guidance model,market transformation model,and comprehensive service model to promote transformation.At the same time,it needs to introduce policy guidance mechanism,capital input mechanism,incentive mechanism,cooperation mechanism between production and research,organization guarantee mechanism,and intelligence service mechanism,benefit distribution mechanism,and evaluation and supervision mechanism of eight aspects to further improve the operating mechanism of low-carbon technology achievements transformation.The innovation of this paper lies in breaking the previous separation of low-carbon technologies and the transformation of scientific and technological achievements,and using a combination of literature research methods,patent analysis methods,questionnaire surveys,and comparative analysis to combine low-carbon technologies with scientific and technological achievements.to exploreInvestigate the models and mechanisms suitable for the transformation of China’s low-carbon technology achievements. |
