The Research Of China's Innovation On The International Economic Rules Since 18th National Congress Of The Communist Party Of China

China has been deeply involved in the construction of international community by innovating international economic rules while achieving its own development since the 18 th National Congress of the Communist Party of China.China's innovations to international economic rules are based on the historical experience of his participation in such process since the reform and opening up: from the end of 1970 s to the beginning of 1990 s,China learned the international economic rules with international community as the carrier,referring to such rules in introducing the foreign;from 1990 s to the beginning of the 21 st century,China has applied international economic rules into its reform and opening up while advancing the connection between domestic economy with such rules;and from the beginning of the 21 st century to before the 18 th CPC National Congress,China has promoted the new international economic rules with its own force which brings more benefits to wide developing countries,and focused to drive the reform of the existing international economic rules.After the 18 th CPC National Congress,China will continuously innovate new international economic rules based on the previous efforts,including China will innovate new international economic rules with a community of shared future for mankind as the guidance concept,co-construction and sharing as the means and a correct concept of justice as the value pursuit.Asian Infrastructure Investment Bank(AIIB)is the typical practice for China to innovate new international economic rules,which takes a community of shared future for mankind as the guidance concept and common benefits resulting from interdependence as the foundation.AIIB prepares the plan through joint consultant of multiple representatives,and designs investment rules centered with infrastructure.AIIB takes the operating mechanism of building consensus and efficient decision and drives its rules with coordinative running model and displays the value target of the correct concept of justice with justice as priority and compatible justice and interests.China's innovating new internatioal economic rules promotes its international influence and also brings new challances in rules.On the one hand,the rising new economies have the appeal for diversified international economic rules but the western countries still dominate the formulating rights for international economic rules that those two interwined factors results in more prominent fragmentation.On the other hand,the international community doubts about behavior and capability of China to innovate new international economic rules,about China's seeking hegemony through formulating internatioal economic rules or about China's insufficient capability to innovate new international economic rules due to heavy task of domestic construction.Confronted with challenges,China should actively respond by taking measures of formulating the overall plan,strengthening the External Communication of China's Peace and Cooperation Image,strengthen personnel training and reserve of international economic rules,etc.
