Agricultural Policy Financial Support For Qingyuan "Precision Poverty Alleviation" Research Report

The “13th Five-Year Plan” period is the decisive stage for building a well-off society in an all-round way in our country.To solve the problem of rural poverty is the key to building a well-to-do society.Guangdong's GDP ranks first in the country for 28 consecutive years,but due to the imbalanced development of the regional economy,poverty still exists.As a typical poverty-stricken area in Guangdong Province,Qingyuan City,how to rely on the main financial assistance for poverty-stricken agricultural policy-oriented finance to help rural areas,"precise poverty alleviation" is urgently discussed and studied.First of all,this paper introduces the basic theory of poverty and agricultural policy finance.Based on the characteristics of Qingyuan's socio-economic development and rural poverty status,this paper analyzes the rural areas in Qingyuan are facing a wide range of poverty,poor population,poor infrastructure and less industry-driven,The low level of protection,the lack of working mechanism for poverty alleviation and the difficult situation of poverty alleviation.The status quo and the achievements in“double-to-double” mode of poverty alleviation in Qingyuan are reviewed.It is pointed out that the essence of “double-to-poverty alleviation” is “precision poverty alleviation.” Based on the field survey of China Agricultural Development Bank Guangdong Branch and Qingyuan Branch,the paper summarizes the achievements of agricultural policy finance in boosting poverty alleviation and development in rural areas of Qingyuan,and extracts the policy of agricultural policy-financed Qingyuan“precision poverty alleviation” is facing the intervention A single mode of poverty alleviation,lack of platform for the loan funds to undertake poverty alleviation and other typical issues,and further analysis of the causes of the problem.Finally,some suggestions are put forward,such as strengthening the strategic cooperation between agricultural policy financial institutions and the government and constantly innovating the policy-based financial poverty alleviation model so as to push forward the pattern of large-scale poverty alleviation in Qingyuan and Guangdong and accelerate the pace of poverty alleviation.
