Study On Theimplementation Of The Precision Poverty Reduction Policy In FS City

At the 19 th National Congress of the Party this year,General Secretary Xi Jinping pointed out in his report that China has made decisive progress in its fight against poverty.More than 60 million poor people have been lifted out of poverty steadily,and the incidence of poverty has dropped from 10.2percent to less than 4 percent.To resolutely win the battle against poverty,it is necessary to mobilize the whole Party and the whole society,and always adhere to accurate poverty alleviation and accurate poverty alleviation.In his report,General Secretary Xi Jinping called for ensuring that the rural poor under the current standards in China are lifted out of poverty by the year 2020,and that all poor counties are stripped of their hats,so that they can escape poverty and get out of poverty.It can thus be seen that precision poverty alleviation has always been a political issue highly valued and concerned by the Party Central Committee.It is an urgent task for governments at all levels to implement targeted poverty alleviation policies and improve the effectiveness of their implementation.This paper takes FS as the research object,uses the Smith process model of public policy implementation as the guidance,and constructs an analysis framework from the four aspects of policy goals,implementing agencies,target groups,and policy implementation environment to analyze the implementation status of the precision poverty reduction policy in FS City.The following conclusions are drawn: The precision poverty alleviation policy of FS City has achieved certain results in the implementation process,so that some of the poor targets have been lifted out of poverty,and living conditions and the environment have also been improved.However,there arestill some problems in the implementation of the targeted poverty alleviation policy in the city of FS.The first is that the policy objectives are not targeted,operability and low enforceability;Second,there are problems such as the lower coordination among the executing units,the unclear division of responsibilities within the executing units,the uneven quality of the executing personnel,and the lack of initiative in the implementation of the policies of the executing personnel.Third,the target group has insufficient internal motivation,low participation,low cultural quality and labor outflow.Fourth,there is a lack of access to information on the policy implementation environment,excessive political pressure to weaken the quality of policy implementation and the lack of effective supervision of the implementation environment.To address these problems and improve the effectiveness of targeted pro-poor policies,This paper proposes to optimize the implementation of the targeted poverty alleviation policy in FS City by strengthening the enforceability of policy goals,strengthening the construction of the implementation institution system,enhancing the awareness and participation of target groups,improving the channels of environmental publicity for the implementation of policies,and strengthening environmental supervision.In this way,precision poverty alleviation policies will be implemented and effective.This study is based on the questions of FS City,and the suggestions are also of reference to the improvement of precision poverty alleviation in other cities.
