Research On The Risk Management Of BOT Project Financing

Practice has proved that infrastructure can promote the growth of national economy,improve people's livelihood,increase employment,playing a decisive role in the country's economic development.At present,our country is still in the initial stage of economic development,economic restructuring is still in the stage of exploration.Therefore,in order to keep the national economy more sustainable,rapid and healthy,the government need to increase investment in the construction of infrastructure facilities.Infrastructure construction investment amount is larger,involving a wide range.However,limited government budget funds for the need to invest large sums of money for infrastructure construction projects is a drop in the bucket,which seriously hindered the progress of the construction of infrastructure,in this case,the introduction of private investment of the PPP project financing mode arises at the historic moment,become the effective way to solve the infrastructure sector capital investment.BOT project is the most common and widely used model in the PPP project.BOT project has the characteristics of long period of project financing,large investment and more participants,however,there are many risk factors in the financing construction mode.The main purpose of this paper is analysis of BOT risk management problems,explore the effective risk control methods,so as to achieve the purpose of improve the success rate of the project,better play the role of BOT project financing to promote the construction of infrastructure facilities.This thesis adopts the method of combination of the literature research and case analysis.Firstly,the thesis introduces the BOT project financing and related risk management theory,and analyzes our country current BOT project financing risk characteristics,then from the angle of the risk management process,respectively from the risk identification,risk assessment,risk control three aspects of BOT project financing risk were analysis of the whole process.Through a number of risk identification methods to analyze the main risk types of BOT project financing.In addition,this thesis also summarizes the significance and methods of risk assessment,and puts forward the specific measures of risk aversion and risk control from the perspective of the main stakeholders of BOT project financing.Finally,this thesis shows the whole process of BOT project financing risk management in combination with the specific case of the BOT project of Zhuankou Yangtze River Highway Bridge in Wuhan.
