Research On The Application Of Systematic Thinking In The Reform Of The State-owned Enterprise Management System

As an important part of the development of state-owned enterprises,the reform of the management system of state-owned enterprises,which concerns the development of state-owned enterprises and even concerns the whole economic society.Thought by the status of the reform of the state-owned enterprise management system and analysis of its internal structure and external environment,it can be concluded that the current state-owned enterprise management system has problems such as lack of integrity,level of confusion,and incomplete openness.These problems restrict the deepening reform of the management system of state-owned enterprises.Under the new economic era,the research model that based on reductionism adopted by traditional research has made it difficult for state-owned enterprises to make advances.Therefore,it is necessary to innovate the research perspective of the management system of state-owned enterprises.Instead of the method is that using the active combination-heuristic research method in state-owned enterprise management system is regarded as it a system,emphasizing it irreducibility,and systematically analyzing the elemental composition,structure hierarchy,function evolution,and boundary environment.There has some propose corresponding reform measures form the analysis result.In response to the problem of the lack of openness in the reform of the systems,we have actively established learning-oriented state-owned enterprises that ‘integrate production,study and research',and actively implemented relevant policies for the security and opening up since the 19 th National Congress of the People's Republic of China;Analysis the coupling of the structure in the system,strengthen the main position such as the manager or strategic control in the management system,and then realize the overall optimization of the structure;through the information and feedback control in the control process of the management system analysis of the principle of action,put forward the countermeasures for constructing a closed-loop operation state in which “hardware” and “software” are organically combined to improve the timeliness and effectiveness of feedback control;and to confirm the relationship between high-level systems and low-level systems according to the bidirectional causality in the management system.The two-way role is to propose countermeasures for constructing an interactive mechanism,to achieve the policy guarantee of linkage between macro-level decision-making mechanism and grass-roots management organizations,and to exert the advantages of overall management.The reform of the management system is the main direction for the reform of state-owned enterprises since the 18 th National Congress of the People's Republic of China.The research on the reform of state-owned enterprise management system from the perspective of system thinking could help the management system to adapt to the economic and social development environment in the new era.
