A Comparative Study On The Monetary Policy Of Kmt And CPC In 1935-1948

Monetary policy,as an important means of macro-control,plays an increasingly important role in the development of national economy.Because of the strong representations of the monetary policy implemented in the Shaanxi-Gansu-Ningxia Border Region and the southwestern region by the Communist Party of China and the Kuomintang of China,this paper intends to study the relevant monetary policies in these two regions.It combs the policy content and specific practices of the KMT and the CPC systematically during the 1935--1948,analyzes the similarities and differences of monetary policy comparatively from different aspects of monetary policy and finally sums up the successful experiences and failure lessons from the monetary policy of the KMT and the CCP so that draws useful hints on the development of the national monetary policy.This paper explains the background and significance through the introduction of the current situation of social economy and the existing literature data,and introduces the research ideas and the methods adopted in.The writing of the the first chapter of this paper briefly discusses the main contents of the financial ideology of the KMT and the CPC.The investigation of the international background and domestic economic environment is the basic premise of the study of the monetary policy.The second chapter focuses on this and aims to explore the causes of the formulation and adjustment of the monetary policy of two parties.The review of the content of the policy and the process of its practice is the main basis for studying the monetary policy of the two parties.The writings from the third to the fourth chapters have systematically elaborated on the concrete policy content and practice of the KMT and the CPC in the southwest region and the Shaanxi-Gansu-Ningxia Border Region respectively,so as to reveal the development and evolution of the two parties' monetary policy.The fifth chapter probes into the commonalities and differences of the monetary policy from four aspects of policy environment,policy content,policy implementation process and policy effect,and reveals the the essence of the two parties' monetary policy and its reasons of the different development orientation.The sixth chapter,on the basis of comparative study,sums up the valuable experiences from the success of the KMT and the CPC's monetary policy and the painful lessons of the failures.It concludes that the monetary policy can develop long only by taking the people's interests as the starting point,stabilizing the value as an important goal and rejecting the economic "kidnapping" and independent principle.
