The Comparison And Investigation On The Lend Rent Reduction Policies Between The Communist Party Of China And Chinese Kuomintang During Anti-Japanese War

Both the CCP and the KMT adjusted the land policies of themselves in order to meet wartime needs, which renewed the cooperation between the two parties, and laid a foundation for the victory of the war.After the breaking of Anti-Japanese war, the CCP enacted a land rent reduction policy, in which the landlord land ownership and the amount of rent reduction were declared, and carried out an early implementation which was not smooth due to many influences. With the rising of rent reduction campaign all around, the "leftist" mistake happened which was corrected by the CCP later and was stopped from spreading. Therefore the land rent reduction policy of the CCP was able to be fully implemented in revolutionary bases.Affected by the land policy of the CCP, the KMT enacted a land rent limitation policy, and it was carried out in some part as rent reduction policy which was implemented easier. Due to the lack of authority, land annexation in the KMT Ruled Areas, inadequate of grassroots party and government organs, and the policy to the CCP changed, the land rent policy of the KMT was failed to be fully implemented.Both the land rent reduction policies of the two parties were enacted for solidarity against Japan. However, the historical starting point and policy basis are different. Both the two parties implemented their policies top-down, but the strength relied on and the ways of handling problems are different. Thus, the rent reduction results of the two parties are very different. The changes in social structure of rural areas showed different trend, and the support from peasants varied greatly.As a result, the enacted of land rent reduction policy had a profound impacted China’s public support and the changes of political patterns at that point, and have great enlightenment for contemporary China: Correct understanding of our country is the basic requirements of enacting policies in line with the objective reality; implement land policy effectively through combing a variety of methods; only the government understand the importance of people can it give full play to the initiative and creativity of people, and ensure that policies would be implemented smoothly.
