With the rapid development of economy and technology, more and more enterprises are involved in decision making. The traditional individual decision can not adapt to the changing environment first. Therefore, group decision making emerges as the times require.ANP group decision making method is used to evaluate and analyze the decision problem from different levels and influence between the factors to consider the complex relationship between the system factors, the analysis result is more conducive to reflect the complex social economic system problems,so the method has attracted the attention of scholars and practitioners. In this paper, the shortcomings of the traditional group ANP decision method that the expression on self-influence between the diagram and corresponding judgment matrix paradoxical and is the relation meaning of direction of arrows wrong, the comparison mechanism for elements is disordered and the self-influence of an element is difficult to reflect are analyzed. To overcome the disadvantages of traditional method of ANP decision making and meanwhile, the deference of expert background is taken into account in expert evaluation, the expert's preference judgment is more accurate, based on the complex system scientific view of thinking,a new method of constructing internal dependency matrix and a group ANP decision method under flexible structure are proposed. On the basis of the above methods, each expert's decision is integrated to obtain the final decision plan. Finally, the method is applied to investment firms to screen investment objects that meet the requirements.Case study shows that the method is effective and feasible.
