With the rapid development of the national economy and improvement of people’s living standards, people have higher demands of Transportation Convenience. As part of the transport system, the civil aviation transportation system plays an irreplaceable role due to its convenient and efficient to use aircraft to flight,. Therefore, the development and improvement of civil aviation transportation system are particularly important. O ur country’s air transport area is divided into seven major areas of air traffic control authority according to the proximity of the administrative area and tra ffic geographical space, named the north, northeast, east, South, Southwest, Northwest a nd Xinjiang regional Authority, due to the different geographical, demographic and economic conditions, each region has its own characteristics.On the basis of the theory of complex networks, from the perspective of the aviation network, seven ATC regional aviation system abstract for the network model, we abstractly analyzed the actual network of districts of the ATC and comparatively analyzed the different characteristics of each regional aviation network, the results found that most of the air traffic control area network formed a cohesive, high- intensity-spoke, multi- level network architecture, a small part of the air traffic control area network formed tightness network architecture. Based on the simulated network failure and route congestion of network topology model, we investigated the effects of vicious attacks and random attack on analysis of the regional’s overall effectiveness. Focusing on the seven ATC LAN invulnerability study by analyzing the overall effectiveness of the regional variation of vicious attacks and random attacks, at the same time exploring the reasonable network optimization method will provide propose valuable suggestions.In order to further explore the development of the different regional, the complexity characteristics of controller area network index was combined with the air traffic control ability index, we selected ATC area corresponding indicators by measuring out from the reaction of the complex nature of the aviation network, which combined with equipment, airspace, operation, management together to build the capacity of air traffic control evaluation system. According to rationalization of the evaluation, we used AHP to measure regulatory capacity degree between regions. Given on the present study, east area and north area have good equipment resources and operational efficiency, traffic complexity, equipment and operational airspace score are high, the air traffic control capacity ranking the former three. Southwest region are more balanced in all aspects, especially the high scores on management indicators. Northeast, Xinjiang and northwest have complex terrain conditions, adverse weather conditions, and less infrastructure investment, so the overall capacity of the air traffic control is behind other regions. This research have found that different area had different characteristics, different air traffic control problems existed in the different process, which had targeted the Regional Authority for ATC reasonable plans for regional air traffic control facilities and airport layout. Completing each empty tube LAN and improving the ability could provide the appropriate air traffic control with some countermeasures and suggestions.
