Research On Expanding Pension Insurance's Coverage Of Qinhuangdao Development Zone And Its Countermeasures

In recent years,countries all over the world have been plagued by the problem of population aging,and the aging trend of our country has seriously affected the payment ability of the pension.The explicitly put forward to the party's 19 th we will accelerate the establishment of a full coverage of social security system,and our country basic endowment insurance coverage expansion speed is slow,this raises questions about how to implement the basic endowment insurance coverage,the positive discussion.Qinhuangdao development zone is one of the first state-level economic and technological development zones approved by the state council,Its economic development better,ginseng protect personnel more and demand are diversified,land-lost farmers endowment problem is more outstanding,Therefore,this paper takes it as an example to analyze the relevant concepts,principles,contents and basis of pension insurance and its coverage through literature analysis on the basis of reading a lot of data;Then by adopting the combination of qualitative and quantitative analysis method,this paper expounds the historical evolution of the basic endowment insurance,the current policy and current situation of the development of Qinhuangdao city,and through comparative analysis,it is concluded that there are some problems in the coverage of endowment insurance in qinhuangdao development zone,such as the number of enterprises participating in the insurance are not real,flexible workers break the insurance and the unreasonable payment system for the endowment insurance of urban and rural residents;by further analysis,the main reason of the above problems are the existing problems of the existing endowment insurance system and the lack of motivation of the payment theme;Finally,through the combination of theory and practice,this paper puts forward some Suggestions on how to expand the coverage of old-age insurance coverage,such as decrease the payment rates of primary endowment insurance,improve the construction of laws and regulations related to the expansion of coverage,establish the payment incentive schemes of the basis pension and individual account dual excitation,advances the national plan of basic endowment insurance funds,gradually improves the overall planning of the endowment insurance fund,enhances the attractiveness of the old-age insurance system of the urban and rural residents,and establishes the perfect multiplex basic endowment insurance system,aims to find an effective way to solve the problems existing in the coverage of basic endowment insurance in qinhuangdao development zone,and hope to provide references for the early realization of basic old-age insurance coverage in China.
