Research On The Problems And Countermeasures Of Expanding Coverage Of Basic Endowment Insurance Of Enterprise In Fu’an City

Enterprise basic endowment insurance is an important part of China’s social security system,which aims to protect the rights and interests of workers and flexible employment personnel and their old age life.To expand the coverage of enterprise basic endowment insurance is to increase the number of people and cover more people who should be insured on the basis of the original account opening,and to include more unemployed people outside the enterprise basic endowment insurance,so as to protect the due rights and interests of workers and help those with flexible employment to obtain higher retirement treatment.Expanding the coverage of enterprise basic endowment insurance is not only the basis for the healthy development of enterprise basic endowment insurance,but also an effective measure to promote national prosperity and stability.Therefore,it is of great significance to study the expansion of the coverage of enterprise basic endowment insurance.This paper takes the current situation of expanding the coverage of basic endowment insurance of enterprises in Fu ’an city as the research object.On the basis of literature analysis,in-depth interviews of government departments,enterprise employees and flexible employment personnel are further carried out.Combined with the data published by Social Labor insurance Center and statistics Bureau of Fu ’an City,The paper combs the problems existing in expanding the coverage of basic endowment insurance of enterprises in Fu ’an city.Although the expansion of the coverage of the basic endowment insurance of enterprises in Fu ’an city has achieved certain results,there are still some problems,such as low participation rate of flexible employment,low payment rate,absence of social security for employees of new forms of business,serious evasion of enterprise fees,and insufficient management and service capacity of government departments.On the basis of in-depth analysis of the causes,five countermeasures are put forward: first,improve the insurance consciousness of enterprises and individuals through multiple channels,reduce the insurance burden;Second,we will improve the applicability of enterprise basic endowment insurance policies and promote the participation of people with flexible employment.The third is to increase corporate and personal returns and promote employment.The fourth is to improve the supervision and publicity of enterprise basic endowment insurance;Fifth,we will improve government mechanisms and systems.Through these measures to improve the expansion of basic endowment insurance coverage of enterprises in Fu ’an city,to provide reference for other counties and cities of the same type.
