Research On Endowment Insurance For Land-expropriated Farmers In Dalian Free Trade Zone

With the rapid development of urbanization and industrialization,the transition of land appear more and more frequently,hence,the ralationship between peasant and land change a lot.As the land was expropriated,the number of peasant who lost land got a big rise,the existing old-age security system couldn’t match the demand of new time,the peasant coludn’t got enough security.A large number of peasant can’t do anything except farming.The land to the peasant just like the rice to life,they would be confronted with big problem if lost land.Therefore,how to improve the old-age security system about peasant,has became a serious problem to the goverment and society,if not solved,it would affect the life of peasant and the stabilization of the society.With investigation and research of the peasant who lost land based on the existing old-age security system,this passage found a series of problems,such as the low rate of willing to take part in insurance,the deficiency of payment capacity,the low pension standard,the fracture between land expropriating and insurance,the serious pension losses.This passage gave the reasons of the problems above in two ways.First,the peasant have their own defects,such as the insufficient understanding about endowment insurance,the low income,the employee difficulties,the lack of technology and knowledge about low.Second,the endowment insurance system of peasant isn’t perfect,the peasant is short of protection from law as thers is no national uniform legislation,the pension funds are poorly managed as there is lack of regulatory,the insufficient of pension fund,the policy propaganda is not enough,The application system of endowment insurance is immature,the related supporting system is defective,etc.This passage also gave saveral advices about the problems.First,the peasant need to improve their technology,learn the law and policy,change their out-time concept.Second,the goverment should estabish the national security system include the peasant,strengthen the supervision,increase the government subsidies,constraint the government behavior,improve the work flow and division of responsibilities,increase the publicity of old-age insurance and popularize the knowledge of old-age insurance,optimizing the management system of social security institutions,improve the relevant supporting mechanism.Whether the old-age security system is perfect or not is important to the harmony and stablity of the society,the national economy and people’s livelihood,hence,it is indeed a big problem.It would help a lot to the establishment of industry if we solved perfectly,otherwise,it would do a lot of harm to the stability of the whole society.Hence,a sound old-age security system about the peasant is very important to the country,the society and the peasant.
