Land is the premise of agriculture and rural development,and it is the basis for farmers to survive.Since the implementation of the rural household contract system,the vitality of rural development has been greatly activated.However,with the continuous development of rural productivity and the improvement of social and economic levels,the existing rural land system can no longer meet the more urgent development needs of rural areas.In order to effectively cope with the new changes brought about by solving the "three rural issues" under the new situation,further boosting the rural development momentum and laying a solid foundation for the implementation of the rural revitalization strategy,the reform of the rural land property rights system is imperative.Since 2013,Feicheng City has been the second batch of pilot cities for the registration of rural land contractual management rights in the country.It has comprehensively understood and accurately grasped the spirit of the reform of the rural land property rights system since the 18 th National Congress,and insisted on pioneering and scientific operation.In terms of specific operations,the Bank formulated and strictly followed the "Opinions on the Implementation of the ?6+1? Rural Property Right System Reform Work",implemented the reform of the property rights system of rural collective economic organizations,the certification of land contractual management rights,and the certification of rural collective land rights.The rural housing rights certification,collective forest rights reform,water conservancy property rights reform "six reforms" and the establishment of a rural property rights trading financing platform "one platform",take a "three-step" work mode to promote pilot reform.The first step is to complete the confirmation,registration and certification of various property rights.The second step is to build a rural property rights transaction financing platform to realize the replacement,mortgage and circulation of farmers' property rights.The third step is to standardize and improve the system and mechanism.The rural modern property rights system that is compatible with the market economic system.In the practice of reform,Feicheng has successively set up a reform work leading group,established a municipal and township property rights trading center,and completed the establishment of reform institutions.According to the work requirements,the “Implementation Plan for the Registration of Rural Land Contracting Management Rights in Feicheng City” was formulated and promulgated.The work principle,main contents,operation steps and work flow were clarified,and the reform mechanism was improved.The rural land contract management right confirmation registration certificate was completed,and the township and village level three property rights trading network was improved.The effect of the reform of the early stage of Feicheng City is mainly reflected in the four aspects of empowering farmers,activating the vitality of rural development,improving the utilization rate of land intensiveness and strengthening the supervision of collective assets.In order to accelerate the separation of rural land ownership,contracting rights and management rights,the three powers are divided.Created favorable conditions,effectively promoted factor flow and optimized resource allocation.The reform of the rural land property rights system in Feicheng City has been highly evaluated by the superiors,providing rich reference experience for the deepening reform of other counties and cities,but at the same time there are problems such as unsatisfactory,irregular and poor effects,research and solve these problems,and expand The reform effect is the main purpose of this paper.By analyzing the causes of the problem,the author puts forward five suggestions: First,it is recommended to establish and improve the rural land use right transfer system,land property rights registration system,and strengthen the legal protection of rural land property rights.The second is to further clarify the ownership of property rights and protect the legitimate rights and interests of farmers.The third is to strengthen the government's guidance,strengthen supervision services and financial integration,and standardize the reform process to ensure that the reform is more specific.The fourth is to strictly abide by the "red line" of land and protect the quality of cultivated land.The fifth is to learn from the advanced experience of other regions,innovate reform models,and expand the effectiveness of reforms.I hope that the above suggestions can provide reference for the decision-making of relevant departments,and provide some help for the next step to further deepen the reform of Feicheng.
